عنوان فارسی تحلیل مضمون الزامات تحققِ امنیت انتظامی در اندیشه فرماندهی معظم کل قوا(مدظله‌العالی)
چکیده فارسی مقاله زمینه و هدف: نیروی انتظامی به سبب وظایف سنگین و درخور اهمیت خود، از یک سو؛ و تعامل مستقیم و بی‌واسطه با مردم، از سوی دیگر؛ از نقشی منحصربه‌فرد در میان سازمان‌های تأمین‌کننده‌ امنیت برخوردار است. از این رو، این پژوهش به‌ منظور تحلیل مضمونِ الزامات تحقق امنیت انتظامی در اندیشه فرماندهی معظم کل قوا(مدظله‌العالی) شکل گرفته و می‌کوشد تا به این پرسش اساسی پاسخ گوید که از نظر ایشان تحقق امنیت انتظامی از منظر معظم له بر چه الزاماتی استوار است؟ روش‌شناسی: داده‌های پژوهش شامل کلیه بیانات فاقد طبقه‌بندی فرماندهی معظم کل قوا(مدظله‌العالی) در دیدار با فرماندهان ناجا و دانشجویان دانشگاه علوم انتظامی(امین) از فروردین‌ماه 1390ه.ش تا مهرماه 1396ه.ش می‌باشد که با بهره‌گیری از روشِ «تحلیل مضمون» و در چارچوب، نرم‌افزار MAXQDA مورد بررسی قرار گرفته است. برای سنجش روایی از آزمون اعتبار محتوا بهره گرفته شده است؛ بدین منظور، یافته‌های حاصل از این پژوهش در اختیار تعدادی از صاحب‌نظران قرار گرفت و نظرات ایشان جهت اصلاح مضامین مستخرج درباره سئوال پژوهش مورد استفاده واقع شد. همچنین، برای محاسبه پایایی داده‌ها از روش هولستی استفاده گردید؛ در نتیجه، با توجه به رقم حاصل که برابر با 89/0 است، پایایی نتایج پژوهش پیش‌رو مورد تأیید قرار گرفت. یافته‌ها و نتیجه‌گیری: نتایج پژوهش نشان می‌دهد که از منظر فرماندهی معظم کل قوا(مدظله‌العالی) نیروی انتظامی به‌منظور ایجاد، استقرار و عمومیت بخشیدن به برجسته‌ترین نیاز ملی که همانا امنیت است، مستلزم حفظ و تقویت ارزش‌های دینی در بُعد نگرشی، نوآوری به‌ویژه در عرصه علمی در بُعد دانشی، و اقتدار، قانون‌گرایی و انضباط در بُعد توانشی می‌باشد.

عنوان انگلیسی The Theme Analysis of the Requirements for the Realization of the Disciplinary Security in the Thought of the Supreme Commander of All Armed Forces
چکیده انگلیسی مقاله Background and objectives: Due to its heavy and important duties, on the one hand, and the direct interaction with the people on the other hand, police force has a unique role among the security provider organizations. Therefore, this study is designed to analyze the contents of the requirements for the realization of the law enforcement security in the thought of the Supreme Commander of all armed forces, and seeks to answer this fundamental question: what are the requirements for the realization of the disciplinary security from the point of view of the Supreme Leader? Methodology: The research data includes all the non-confidential statements made by the Supreme Commander of all armed forces during a meeting with I. R. I. Police commanders and students of Amin Police University Sciences from March 2011 to September 2013. This study was conducted using the "theme analysis" and within the framework of MAXQDA software. Content validity test was used to assess the validity. For this purpose, the findings of this research were reviewed by a number of experts and their views were employed to modify the contents of the research question. The Holstean method was also employed to calculate the reliability of the data; therefore, the reliability of the leading research results was confirmed with respect to the resulting value of .89. Findings and Results: The results of the research show that from the point of view of the Supreme Commander of all armed forces, in order to create, establish and generalize the most important national need, which is security, the police force requires the preservation and strengthening religious values in the dimension of attitude, innovation, especially in the field of science in the dimension of knowledge, and authority and legalism and discipline in the dimension of capability.
