بررسی نقش مکان در ایجاد موقعیت جرم؛ تدوین و تنظیم تدابیر و راه‌کارهای مکان‌محور برای پیش‌گیری وضعی از جرم |

زمینه و هدف: آموزه‌های مرتبط با پیش‌گیری وضعی، «موقعیت ارتکاب جرم» را یکی از عوامل اساسی جرم محسوب می‌کند. «مکان» می‌تواند از نظر ایجاد یا تأثیر بر موقعیت جرم، به‌عنوان یکی از شاخص‌های بنیادین، در محور تحلیل‌های پیش‌گیری وضعی قرار گیرد. هدف مقاله حاضر، بررسی نقش مکان در پیدایش موقعیت جرم و تبیین ارتباط میان «مکان» با تدابیر پیش‌گیرانه وضعی است. چگونگی شناسایی مکان‌های جرم‌خیز و عوامل مؤثر در پیدایش آن‌ها، مهم‌ترین اهداف فرعی است. روش‌شناسی: مقاله حاضر از نظر هدف، کاربردی است و مطالب آن به روش اسنادی با استفاده از منابع اصلی کتابخانه‌ای (کتاب‌ها و مقالات تألیفی، ترجمه‌ای و ...) و ابزار فیش‌نویسی تألیف شده است. یافته‌ها: در بخش اول مقاله، معیارهای ماهیتی درباره «مکان» به‌عنوان یکی از عوامل اصلی موقعیت جرم و تعامل مؤثر آن با تدابیر پیش‌گیری وضعی مورد بررسی قرار می‌گیرد. بخش دوم این مقاله، به تحلیل جرم‌شناختی اماکن و محل‌های بحرانیِ جرم و ارائه تدابیر پیش‌گیرانه وضعی مرتبط با آن‌ها می‌پردازد. نتایج: سیاهه جرایم با توجه به ویژگی‌های مکانی توزیع می‌شود. بزه‌کاران با توجه به ویژگی‌های جرم‌شناختیِ حاکم بر منطقه یا محل، در انتخاب مکان ارتکاب جرم، دست به محاسبه‌هایی منطقی می زنند. بر این مبنا، می‌توان با توجه به «مکان»، به تدابیر پیش‌گیرانه جهت بخشید و به مؤثرترین شیوه، منابع محدود پیش‌گیری را صرف بحرانی‌ترین اماکن کرد. |

Investigating the Role of Place in Creating Crime Situation; Developing and Regulating Place-Based Measures and Methods for Situational Crime Prevention |

Background and objectives: The doctrines related to situational prevention consider "crime situation" as one of the major factors of crime. "Place" can be considered as the focal point of situational analysis in terms of creating or influencing crime situation as one of the fundamental indicators. The purpose of this article is to investigate the role of place in the emergence of crime situation and to explain the relationship between "place" and situational prevention measures. The identification of crime hotspots and their effective factors are the most important secondary objectives of this study. Methodology: In terms of its objectives, the present study is of an applied research type and its contents are compiled by documentary method using the main sources of the library (books, articles, translations, etc.). Findings and results: In the first part of the article, the criteria of the nature of "place" as one of the main factors of the crime situation and its effective interaction with the situational prevention measures are examined. The second part of this paper deals with the criminological analysis of critical crime places and presenting situational prevention measures. The crimes register is distributed according to the spatial (place) features. Criminals make logical calculations based on the criminological characteristics of the region or area, in choosing the place of the crime. On this basis, it is possible to take preventive measures with regard to the "place", and in the most effective way, the limited resources of prevention are spent on the most critical places. In the end, some research and practical research suggestions have been presented. |
