تحلیل راهبردهای توسعه منطقه ی مرزی آستارا با استفاده از مدل SWOT |

توسعه شهرهای مرزی در ابعاد مختلف که از آن به عنوان یک راهبرد اساسی در جهت حرکت کشور به سوی امنیت پایدار یاد می شود ، برنامه ریزان و سیاستگذاران را بر آن داشته تا با توجه به اهمیت آن دیدگاهها و نظریات مختلفی را ارائه نمایند و در این بین شناسایی نقاط ضعف، قوت، تهدیدها و فرصتهای شهرستان مرزی آستارا یکی از این راهبردها محسوب می شود. هدف از این پژوهش شناسایی نقاط قوت، ضعف، فرصت و تهدیدهای منطقه ی مرزی آستارا از یک طرف و ارائه راهبردهای توسعه بر اساس ظرفیت ها و پتانسیل های موجود در منطقه می باشد. روش تحقیق بر اساس هدف، از نوع کاربردی و براساس روش و ماهیت، توصیفی – تحلیلی همراه با بررسی های میدانی می باشد. بدینصورت که پس از یافته های کتابخانه ای و همچنین مشاهدات میدانی عوامل درونی(قوت و ضعف)و بیرونی(فرصت و تهدید) لیست شدند و به هرکدام از آنها امتیاز وزنی داده شد، سپس عواملی که امتیاز وزنی بیشتری را به خود اختصاص دادند نقش اثرگذارتری در توسعه این منطقه به خود گرفتند. در انتها با وزنی که به هر عامل داده شد مشخص شد که مجموع امتیاز راهبرد تهاجمی(SO) بیشتر از سایر راهبردها می باشد . تحلیل های حاصل از این مدل نشان از آن دارد که راهبرد مناسب برای توسعه پایدار شهرستان آستارا یک راهبرد تهاجمی است که در آن باید نقاط قوت را حفظ و ارتقاء بخشیده و جهت نیل به تو سعه ی پایدار از فرصتهای موجود استفاده بهینه کرد و همچنین باید از نگاه کارشناس محور و نخبه گرای صرف پرهیز کرد و مشارکت از پایین به بالا را ضمیمه آن کرد تا توسعه به معنای واقعی آن برای این منطقه حاصل شود. |

The development of the border towns in different dimensions from which as a basic strategy in order to move the country towards sustainable security will be remembered, planners and policymakers on the importance of considering it as it will provide a variety of opinions and comments, and to identify the strengths, weaknesses, opportunities and threats-border Astara County is considered to be one of these strategies. The aim of this study was to identify the strengths, weaknesses, opportunities and threats-border Astara region on the one hand and the development strategies on the basis of the existing potential and capacity in the region. Materials and methods based on the purpose, type and nature of the procedures applied by the descriptive analytical study, and is associated with the field. On the for libraries as well as field observations of internal factors (strengths and weaknesses) and external (opportunities and threats) were to list each of them was given a weighted score, then the factors that more weight to points out the role of the in the development of their groups. In the end with a weight that was given to each factor were determined that the total score of the aggressive strategy (SO) most of the other strategies. The analysis of the model indicate that the proper strategy for sustainable development is an invasive strategy Astara County in which we should preserve and promote strengths and achieving a film has nested in the optimum use of the existing opportunities for sustainable and also have a look at the elite from the expert-centered and gray spent avoided and participation from the bottom to the top to attach it to the development of its real meaning for this outcome area Be. |
