عنوان فارسی تحلیلی بر پدیده قاچاق در مناطق مرزی ایران و پیامدهای امنیتی آن
چکیده فارسی مقاله انسان ها برای برطرف کردن مناسب نیازهای مختلف خود همواره به برقراری ارتباطات متقابل همت گمارده اند. این ارتباطات در بعد داخلی در گستره فضای سرزمینی و در بعد خارجی با کشورهای همسایه و از طریق مناطق و مبادی مرزی انجام می شود. مرزهای سیاسی، پدیده های فضایی هستند که منعکس کننده قلمرو حاکمیت یک دولت بوده و در مقابل حرکت آزادانه انسان، انتقال کالا یا نشر افکار مانع ایجاد می کند. مهم‌ترین کارکرد مرزها، ایجاد مانع در برابر حرکت آزادانه انسان، کالا و تفکرات است که از آن به عنوان امنیت مرزی یاد می شود. وجه تمایز امنیت در مناطق مرزی از سایر مناطق کشور (داخلی) وابستگی و تعامل امنیتی این مناطق و تأثیرپذیری سریع تر آنها از متغیرهای امنیتی خارجی و حتی بازیگران منطقه ای و فرامنطقه ای است. برای دستیابی به اهداف ملی، وجود امنیت در یک کشور ضروری است؛ از آنجایی‌که مناطق مرزی از ویژگی ها، محدودیت ها و آسیب پذیری های خاصی برخوردارند؛ شناخت این ویژگی ها و رفع آنها در جهت تامین امنیت ملی ضرورت دارد.یکی از مهمترین آسیب ها در جهت تضعیف و خدشه دار نمودن امنیت کشور ما- ایران- وجود پدیده قاچاق در مناطق مرزی است. قاچاق، پیامدهای امنیتی مختلفی چون: اثرگذاری بر امنیت مرزها، اختلال در فعالیت های اقتصادی کشور، اختلال در فعالیت های فرهنگی، ورود اسلحه و ایجاد ناامنی در سطح ملی و زمینه فعالیت های جاسوسی و ضد امنیتی را به وجود می آورد.
یافته های تحقیق که با روش توصیفی- تحلیلی و با استفاده از منابع مختلف کتابخانه ای، اینترنتی و نظرات اندیشمندان مرتبط با حوزه مرز و امنیت به دست آمده است نشان می دهند که عوامل متعددی چون: توسعه نیافتگی و محرومیت، شکاف های اقتصادی، اجتماعی و فرهنگی، انگیزه های اقتصادی، تاثیر پذیری از مناطق مرزی همجوار به سبب سنخیت نژادی، قومی، زبانی و مذهبی که در مناطق مرزی ایران و به واسطه عوامل و شرایط متعدد در طی سالیان متمادی به وجود آمده است؛ می توانند ضمن اثرگذاری بر مرزنشینان، بر امنیت ملی نیز اثرگذار باشند.

چکیده انگلیسی مقاله Human beings to resolve their various needs have always been subjected to efforts of mutual communication. Political boundaries, are phenomena of the space that reflects the sovereignty of a State's territory and move freely in front of the man, the transfer of goods or creates a barrier to publishing thoughts. The most important function of the borders, create a barrier against the human thought, commodity and freely move from which border security as a recall. Differences of security in border areas from other parts of the country (internal) security and dependence on the interaction of these areas and considering external security variables from them faster and even regional actors and framanteghh. To achieve the national security objectives in a country, it is essential that cross-border areas since; ‌ features, limitations and vulnerabilities have a certain understanding of the features and fixes; they are in order to the national security. one of the most damage in order to undermine the security of our country and distort-Iran-the existence of the phenomenon of trafficking in the border areas. Different security implications of trafficking, such as security on the borders, effect, disruption in the economic activities of the country, in cultural activities, weapons and creating uncertainty at the national level and the field activities of the anti-spyware and security.
The findings of the investigation that the analytical and descriptive method-using the Internet, a library from different sources and opinions related to the field of border security and thinkers has obtained show that several factors such as the stunted development and deprivation, economic, social and cultural gaps, economic incentives, unaffected by the neighboring border areas due to racial, ethnic, linguistic, and investment should satisfy that in border areas of Iran, and due to numerous factors and conditions during the six years Is there can also effect on the impact on national security, as well as minorities.
