Background and Aim: Expanding extra-organizational interactions of the Navy with other organizations, while creating unity of action in security-building activities and success in the implementation of programs. Therefore, finding objective solutions, available and based on the environmental geography of Bushehr province, provided a basis for conducting this research. Methodology: The research is qualitative from the point of view of the applied goal and in terms of the type of data, which was conducted using the method of thematic analysis. The statistical population includes organizational experts and elites and external managers. The tool for collecting information is an in-depth interview. To analyze and analyze the information, the qualitative research method of theme analysis was used. Results: The findings regarding the extra-organizational interactions of the Bushehr Naval Command with official organizations (government, legislative and judicial) in improving the security of the water borders of the province include 42 themes of the organizers in the form of managerial, educational, informational and media roles. Conclusion: The results indicate that the extra-organizational interaction of the Admiralty Command in enhancing the security of the water borders of Bushehr province includes actions and activities that can be developed and improved infrastructure with synergy and joint efforts between the Admiralty of Bushehr province and related organizations (judicial, legislative) and executive) lead to the correct application of laws, especially in matters such as combating goods smuggling, illegal fishing, organizing vessels and ensuring maritime security. Extended Abstract Introduction Based on the view and policy of the senior commanders of this organization, one of the effective and desirable strategies that can be considered and used by the commanders of the border-coastal provinces as an optimal and fruitful proposition in improving the security of the borders of our country is to utilize the capacity of other government organizations and institutions and Non-governmental based in border-coastal areas is in this field, because communication by providing resources and facilities, success in implementing programs, joint decision-making, reducing economic costs, quick response, increasing service capacity, providing opportunities for learning, innovation and exchange of ideas. It increases the extra-organizational capacities of commanders and managers in monitoring the border, but the manner, extent, solutions and implementation methods of it in the field of action and by the commanders have provided evidence for conducting this research. Because the main problem is the lack of familiarity with the principles and methods of doing this in the operational environment of naval units. Without the cooperation of the people of the organizations and institutions located in the border areas and their participation, the Naval Command cannot be successful in producing, stabilizing and securing the borders. Therefore, it seems that the communication and interactions of the police organization with official and unofficial (civilian) organizations can play an essential role in achieving comprehensive security. With the understanding of this importance and the issue of how to play the role of border guard command in the field of extra-organizational interactions, the basic question of the research is: How is the extra-organizational interaction of Bushehr border guard command in the security of the water borders of the province?. Methodology The research method is practical from the perspective of the goal. Also, the research method, from the point of view of the type of data, is qualitative research that was carried out using the thematic analysis method. The statistical population includes the experts and elites of the Bushehr naval organization, including the commander and deputy of the province and naval bases, as well as the deputies and managers of the provincial headquarters and naval bases. The number of these people was estimated to be 37 people based on the preliminary survey. From this number, was targeted to reach The theoretical saturation of the interview. It also includes managers of organizations such as industry, mining and trade, education and training, health and medical sciences, information, housing and urban development, science, research and technology, culture and Islamic guidance, agricultural jihad, oil, sports and youth, and technical training centres. and professional, transport and terminals organization, company registration organization, taxi organization, municipality, chamber of guilds and trade :union:s, the council of guilds and cement (25 people) from which the interviewees were selected purposefully. Based on the available statistics, the statistical population was interviewed in a targeted manner until reaching theoretical saturation, and finally, we got theoretical saturation in 35 people (12 internal and 21 external). The method of collecting information is "in-depth interview". Results and discussion Examining the research findings in the field of extra-organizational interactions of the Bushehr Admiralty Command with official organizations (government, legislative and judicial) indicates: interaction with fisheries to establish a buoyancy tracking system in fishing lunches, interaction with Samat organization to organize unlicensed boat construction workshops, consultation for issuing Fair expert opinion of the Ports and Maritime Organization in maritime incidents between maritime vessels and smugglers' vessels, consultation for deterrent judicial treatment of unidentified vessels, interaction with the Ports and Maritime Organization for non-renewal of vessel safety certificates in Syria, interaction with the Ports and Maritime Administration for actual renewal Maritime documents, consultation to prolong the summoning time, explaining the facts of judicial cases to judges, interaction with fisheries to monitor fishermen's documents, interaction with judicial authorities to issue judicial restraining orders for internal smugglers in the management area should be considered in the interaction area. In the management-information field, things such as obtaining the opinions of organizations involved in sea activities regarding maritime crisis resources and security-disrupting elements, interaction with fisheries to prevent the issuance of unauthorized licenses for foreign trawlers, interaction with the Ports and Maritime Administration to determine the route The traffic of cargo vessels, especially under 500 tons, interaction with the Ports and Maritime Administration to prevent the employment of foreign national sailors in vessels, interaction with government sanctions to deter those smugglers, can be given special attention to the issue of maritime interactions with official organizations. According to the findings of the research, training on how to predict, prevent and adjust sources of tension and de-security, requiring the Ports and Maritime Administration to install buoyancy tracking systems in commercial barges, providing training on familiarizing organizations with the causes of popular protests in coastal areas, distributing training packages and solutions Ensuring security between organizations, interaction with fisheries to determine the water boundary of joint fishing grounds of Bushehr and Khuzestan province, and interaction with ports and maritime administration to resolve the conflict of some domestic laws with some international laws in the form of inclusive management-educational themes can be the interactive role of seafaring with Show official organizations. Conclusion The results indicate that the extra-organizational interaction of the Admiralty Command in enhancing the security of the water borders of Bushehr province includes measures and activities that can be implemented while developing and improving the infrastructure with synergy and joint efforts between the Admiralty of Bushehr province and relevant organizations (judicial, legislative and executive).
