A B S T R A C T Background and Aim: the eastern border areas of Iran, due to the presence of factors such as poverty and deprivation of border residents on both sides of the border, geographical and geopolitical location of the borders, security instability and political tensions in Afghanistan, etc., in addition to insecurity and potential threats, cause violent movements. It has become a terrorist group. The purpose of the current research is the pathology of dealing with terrorist groups in the borders of Sabeb province. Methodology: the current research is practical in terms of its purpose; And in terms of nature, it is descriptive-survey. The statistical population includes all the commanders of border regiments and border posts of the Sub-Border Command, which was selected using the non-proportional multi-stage cluster sampling method in the number of 30 people. The research tool is a researcher-made questionnaire; For the validity of the questionnaire, face validity was used and Cronbach's alpha formula was used for its reliability, and the results show a good correlation (a>70%). Results: The findings indicate that the "guidance and command" variable ranks first with an average of (4.79); the "Equipment and facilities" variable with an average of (4.66) second place; the "Education" variable with an average of (3.77) ranks third; And the variable of "supervision and inspection" with an average of (2.17) ranks fourth in the direction of effectively dealing with terrorist groups. Conclusion: education factors; Equipment and facilities; guidance and command; and the monitoring considered in the vulnerability of the marine and border units of Sistan and Baluchistan province are effective in dealing with terrorist groups. Therefore, commanders and managers should be extremely careful in upgrading the level of these components in border units. Extended Abstract Introduction The eastern border areas of Iran due to political instability and the lack of a comprehensive governance umbrella in the countries of Pakistan and Afghanistan, the illegal movement of immigrant nationals, the activities of armed smugglers, criminals and armed terrorist groups, drug cartels, etc. It is considered one of the threatened areas for Iran (Malki et al., 1397: 172). All these challenges, as unstable and fragile faults, always make the security of these areas vulnerable to the occurrence of severe insecurity impulses (Zarei et al., 2017: 187). Therefore, these areas are considered to be critical and vulnerable border areas; providing stable security in these areas is always considered one of the concerns of the border police command of J.A. Iran (Zolfaqari et al., 2013: 81). To protect the borders of Sistan and Baluchistan Province, the Border Guard Command is facing various and increasing challenges and threats, including terrorism. Harassing actions of Maand terrorist groups, which during the last 10 years, with extensive financial support and abundant weapons from extra-regional countries, sometimes caused unfortunate incidents in the border areas of this province (including the hostage-taking of a person named Mehdi Shah Karam in Zahedan, as well as the hostage-taking of 3 people from the employees of the Provincial Broadcasting Organization in Zahedan and their transfer to Pakistan in 2013; also the agents of the Adalat border post on 10/17/95 around border mile 221 clashed with the elements of the Jaish al-Zalum terrorist group, which led to the martyrdom of one person and wounded The number of border guards has increased to 5. Another case is the conflict of the border guard forces of Sabeb with terrorist groups on 5/12/2013, which led to the martyrdom of one of the employees; Therefore, the current research seeks to answer the question, "What are the operational losses of the border guard units of Sistan and Baluchistan province in dealing with terrorist groups?". Methodology The current research is applied in terms of purpose and descriptive survey in terms of the nature and method of research. The statistical population and sample size include 30 border guards and Sistan and Baluchistan province experts. The research tool was a researcher-made questionnaire, and the indicators were identified and compiled by studying documents interviewing experts and using the experience of commanders and managers. After collecting the initial questionnaire to evaluate the reliability of the questionnaire, 10 people, including several deputy staff members of the Border Guard Command and several associate professors and researchers, consulted with the final questionnaire and to ensure its reliability, the pre-test stage Using Cronbach's alpha, the reliability of the tool was calculated and obtained higher than 0.70. Results and discussion 1-Descriptive findings: The survey of the statistical sample showed that 21 people (55.9%) had a bachelor's degree, and 9 people (44.1%) had a master's degree and above. Also, 8 people (29.3%) are single and 22 (70.7%) are married. 2-Analytical findings: 4 factors including (training; equipment and facilities; guidance and command; supervision) were considered to analyze the topic of the current research; And to evaluate the role of each of these factors, appropriate items were developed. Finally, to know which of the variables had the greatest impact on the failure of the border units of Sabeb province, the variables were ranked using Friedman's test as follows. Table 30-4- Ranking the impact of the vulnerability variables of the S-Web units in dealing with terrorist groups Rank average variable Education 3/77 Equipment and facilities 66/4 Guidance and command 4/79 Supervision and inspection 2/17 Table 31-4- The significance of the difference in the views of respondents based on Friedman's test value statement The number of respondents is 30 662/443 Kai Square Degree of freedom 7 Significance 0.000 The data in Table 30-4 shows: "Leading and commanding" variable with an average of (4.79) in the first place; "Equipment and facilities" variable with an average of (4.66) in the second place; "Education" variable with an average of (3.77) ranks third; And the "supervision and inspection" variable is ranked fourth with an average of (2.17) Conclusion Based on the findings of the present research, four factors (training, equipment and facilities, guidance and command, and supervision) are effective in the vulnerability of border units of Sistan and Baluchistan province in dealing with terrorist groups. , terrorist groups carry out malicious operations with intelligence elites and regular planning, with knowledge of location and time and sufficient advanced equipment; Therefore, the border guard forces should take measures to eliminate their vulnerability in the field of training, equipment, management and command by the facilities and equipment of these groups and be upgraded in this regard. Also, to evaluate the effect of each of the above factors on the occurrence of injuries and operational failures of the border units of Sistan and Baluchistan province in dealing with terrorist groups, appropriate items were compiled, which in the findings section detail the views of the respondents towards each of them. It is described from the objects; Based on the opinion of the interviewees, the factor "guidance and command" with an average of (4.79) ranks first; "Equipment and facilities" factor with an average of (4.66) in second place; "Education" factor with an average of (3.77) ranks third; And the "supervision and inspection" factor is ranked fourth with an average of (2.17).
