تحلیلی بر الگوی مطلوب نظارت بر کلانتریها در چارچوب طرح تحول کوپ |

مقدمه: کلانتریها به سبب جایگاه حساسی که در عرضه خدمات انتظامی پلیسی به شهروندان دارند، نقشی مهم در ارتقای رضایت عمومی از عملکرد ناجا ایفا می‌کنند. پژوهش با هدف دستیابی به الگویی مطلوب از نظارت بر کلانتریها در چارچوب طرح تحول کوپ انجام شده است.
روش: این پژوهش از نظر هدف، کاربردی، و از زمره پژوهشهای کیفی است. در این پژوهش از روش تحلیل روایت مضمونی برای تحلیل داده‌ها استفاده شد. جامعه آماری، تمام کارشناسان حوزه نظارت سازمانی در کلانتری های شهر سنندج بودند که حجم نمونه بیست نفر با روش نمونه‌گیری گلوله برفی به دست آمد. تحلیل داده‌ها از طریق مصاحبه نیمه ساختار یافته با نمونه‌ها و براساس کدگذاری سه مرحله‌ای عمده، محوری و باز انجام گرفت.
یافته‌ها: داده‌ها در قالب 12 مقوله محوری، ذیل شش مقوله عمده ارتقای بسترهای ارتباطی و مخابراتی، دگردیسی در ساختارهای نظارت، همه جانبه‌گرایی در نظارتها، بازخوردگیری از نظارتها، نظارت آموزش محور، تقویت مقوله خود نظارتی و اخلاق مداری در نظارتها کدگذاری شد.
نتیجه‌گیری: نتایج نشان داد که الگوی مطلوب نظارت در کلانتریها در چارچوب طرح تحول کوپ باید دارای مؤلفه‌هایی چون هوشمندسازی نظارتها و استفاده حداکثری از تجهیزات کنترل از راه دور، مسئول کردن فرماندهان در برابر عملکرد کارکنان، در نظر گرفتن نمودار سازمانی برای رده‌های نظارتی در کلانتریها، نهادینه سازی فرهنگ خودنظارتی، توجه به اصل آگاهسازی و ارشاد کارکنان در نظارتها، پرهیز از رفع تکلیف گرایی در نظارتها، اعتماد افزایی و ایجاد اطمینان در میان ناظران و نظارت شوندگان طی فرایند نظارت و ایجاد ضمانت اجرایی برای نتایج بازدیدها است. |

An analysis of the optimal model of supervision on police stations in the framework of the Police Stations Transformation Program |

Introduction: Due to the critical position of police stations in providing law enforcement services to citizens, they play an important role in promoting public satisfaction of the performance of the NAJA. The aim of this study was to achieve an optimal model of supervision on police stations in the framework of the Police Stations Transformation Program.
Method: This research is qualitative; and applied in terms of purpose. In this study, thematic narrative analysis method was used to analyze the data. The statistical population was all experts in the field of organizational supervision on Sanandaj police stations. The sample size of twenty people was obtained by snowball sampling method. Data analysis was performed through semi-structured interviews with samples and based on three-steps coding of main, central and open.
Results: The data were coded in the form of 12 central categories, under the six main categories of upgrading communication and telecommunication platforms, metamorphosis in supervising structures, comprehensiveness in supervising, getting feedback from supervisings, training-oriented supervising, strengthening self-supervising and ethics in supervising.
Conclusion: The results showed that the optimal model of supervision on police stations in the framework of the Police Stations Transformation Program should have components such as make supervising smart and using the maximum potential of remote control equipment, holding commanders accountable for staff performance, considering organizational charts for police stations, institutionalizing the culture of self-supervising, paying attention to the principle of informing and guiding employees in supervising, avoiding tendency to dabbling, increasing and creating trust among observers and supervisors during the supervising process and creating an executive guarantee for the results of visits. |
