زمینه و هدف: سلسله‌ای از جرائم با روش‌ها و اشکال جدید، پیچیدگی در شیوۀ ارتکاب و با ویژگی‌های خاص در سطوح ملی و فراملی، موسوم به «جرائم سازمان‌یافته»، در حال گسترش است که موجب ناامنی در جوامع اعم از ملی و بین‌المللی شده است. پلیس بر اساس وظیفۀ قانونی خود، متولی اصلی کشف و مبارزه با جرائم سازمان‌یافته است. این پژوهش با هدف ارائۀ الگوی جرم‌یابی جرائم سازمان‌یافته در پلیس ایران انجام شده است.
روش: پژوهش حاضر ازنظر هدف، کاربردی و به لحاظ ماهیت از نوع آمیخته است. در بخش کیفی، حجم نمونه را 15 نفر از بین خبرگان مطلع تشکیل داد که بر اساس اصل اشباع نظری از روش نمونه‌گیری هدفمند انتخاب شدند. داده‌های گردآوری‌شده از تکنیک مصاحبۀ نیمهساختاریافته، به روش تحلیل محتوای کیفی با نرم‌افزار «مکس کیودا» مورد تحلیل و بررسی قرار گرفت. بخش کمّی به شیوۀ پیمایشی است؛ جامعۀ آماری این بخش شامل کارشناسان پلیس‌های تخصصی به تعداد 251 نفر بود که حجم نمونه براساس جدول مورگان و روش نمونه‌گیری طبقه‌ای تصادفی، به تعداد 148 نفر انتخاب شد. داده‌های بخش کمّی با ابزار پرسشنامه جمع‌آوری شد و از طریق نرم‌افزار لیزرل مورد تجزیه‌وتحلیل قرار گرفتند.
یافته‌ها: الگوی جرم‌یابی جرائم سازمان‌یافته شامل شش بُعد (ساختاری، اهداف، منابع انسانی، فناوری، هماهنگی و تعاملات و محیط)، 18 مؤلفه و 104 شاخص است. همچنین الگوی شناسایی‌شده در بخش کیفی، بر اساس یافته‌های بخش کمّی تأیید شد.
نتیجه گیری: نتایج پژوهش بیانگر آن است که الگوی جرم‌یابی جرائم سازمان‌یافته در پلیس ایران می‌تواند در جرم‌یابی جرائم سازمان‌یافته و کشف جرم توسط پلیس به‌کارگیری شود و با توجه به مقایسۀ وضع موجود و مطلوب و مشخصشدن شکاف بین این دو وضعیت، مسئولین و سیاست‌گذاران فرماندهی انتظامی کل کشور می‌بایست تدابیر لازم را برای اجراییشدن الگو به کارگیرند. |

Background and purpose: A series of crimes with new methods and forms, complexity in the way of committing and with special characteristics at the national and transnational levels, known as "organized crimes", is expanding, which has caused insecurity in both national and international societies. . According to its legal duty, the police is the main custodian of discovering and fighting organized crime. This research has been done with the aim of presenting the pattern of criminalization of organized crimes in the Iranian police.
Method: The present research is applied in terms of purpose and mixed in nature. In the qualitative part, the sample size consisted of 15 knowledgeable experts who were selected based on the theoretical saturation principle of the purposive sampling method. The data collected from the semi-structured interview technique were analyzed and analyzed using the qualitative content analysis method with "Max Kyoda" software. Quantitative part is survey method; The statistical community of this department included 251 specialized police experts, and the sample size was 148 based on Morgan's table and stratified random sampling method. Quantitative part data was collected by questionnaire tool and analyzed through Lisrel software.
Findings: The criminalization pattern of organized crimes includes six dimensions (structure, goals, human resources, technology, coordination and interactions, and environment), 18 components and 104 indicators. Also, the pattern identified in the qualitative section was confirmed based on the findings of the quantitative section.
Conclusion: The results of the research show that the pattern of criminalization of organized crimes in the Iranian police can be used in the criminalization of organized crimes and crime detection by the police, and according to the comparison of the current and desired situations and the identification of the gap between these two situations, officials and policy makers The police command of the whole country should take the necessary measures for the implementation of the model. |
