حضور نیروهای فرامنطقه‌ای و تأثیر آن بر امنیت پایدار مرزی و عملکرد نیروهای مرزبانی مطالعه موردی: استان خراسان جنوبی |

محیط امنیتی ایران که شامل «محیط مجاور» و «محیط منطقه‌ای» است، در ارتباط مستقیم با تحولات و تغییرات محیط پیرامونی آن بوده و از طرفی در عصر جهانی‌شدن ارتباطات و اطلاعات، متأثر از فرایندها و تحولات جهانی است. بنابراین، بررسی و تحلیل حضور قدرت‌های فرامنطقه‌ای در کشورهای همسایه‌ی و تأثیر آن بر امنیت ملی ایران می‌تواند اهمیت دوچندانی پیدا کند. ازاین‌رو، هدف اصلی پژوهش حاضر تأثیر عملکرد نیروهای فرامنطقه‌ای بر امنیت مرز استان خراسان جنوبی است. پژوهش حاضر ازنظر نوع و هدف در زمره تحقیقات کاربردی و ازنظر ماهیت و روش، توصیفی - تحلیلی است. جمع‌آوری اطلاعات از نوع کتابخانه‌ای و پیمایشی است، ابزار گردآوری اطلاعات پرسش‌نامه محقق‌ساخته که به بررسی و تحلیل آسیب‌ها و تهدیدهای نیروهای فرامنطقه‌ای بر مرزهای شرقی ایران (خراسان جنوبی) پرداخته‌شده است. طبق یافته‌های تحقیق و بر اساس آمارهای به‌دست‌آمده در ابعاد اجتماعی امنیت، حضور قدرت‌های فرامنطقه‌ای در ایجاد جنگ روانی و تهاجم فرهنگی می‌تواند تهدیدهایی را متوجه مرزهای شرقی ایران کند. همچنین از منظر شاخص‌های امنیت اقتصادی مهم‌ترین تهدید متوجه جذب سرمایه‌گذاری خارجی خواهد بود که منجر به فرار سرمایه در این مناطق خواهد شد. اما از منظر ابعاد نظامی تهدیدهای عمده‌ای همچون افزایش هزینه‌های نظامی ایران، گسترش گروه‌های تروریستی، قاچاق کالا و انسان یا مواد مخدر در رتبه‌های بالایی قرار داشته‌اند. به‌تبع با توجه به این‌که بیشترین تهدیدها از ناحیه ابعاد نظامی متوجه امنیت مرزهای شرقی ایران خواهد شد این امر می‌تواند به عملکرد نیروهای مرزبانی تأثیر منفی بگذارد. چراکه نیاز به تعداد زیاد نیروهای مسلح، مجهز شدن به وسایل و ابزارهای راداری و اپتیک برای کنترل مرز و نیاز به اشراف اطلاعاتی مناسب که در صورت برآورده نشدن می‌توانند تبعات خاصی را بر امنیت، مدیریت و کنترل دقیق مرزها به‌جای بگذارند. |

The Presence of Trans-Regional Forces and its Effect on the Performance of Border Guards and Sustainable Border Security Case study: South Khorasan Province |

One of the basic issues of the Islamic Republic of Iran in the geopolitical field is related to security and its security environment. Therefore, the study and analysis of the presence of trans-regional powers in neighboring countries and its impact on Iran's national security can be important. Therefore, the main purpose of this study is the effect of the performance of trans-regional forces on border security in South Khorasan province. In terms of the type and purpose the present study is of an applied research type and in terms of nature and method it is a descriptive-analytical study. Data collection is done using library and survey method; the data collection tool was a researcher-made questionnaire. In the present study, 158 questionnaires have been completed. This questionnaire has four components and 30 items, the components of which are: 1- Social security indicators, 2- Economic security indicators, 3- Military security indicators, and 4- Border guards' performance indicators. According to the research findings and based on statistics obtained in the social dimension of security, the presence of trans-regional powers in creating psychological warfare and cultural aggression can pose threats to Iran's eastern borders. Also, from the point of view of economic security indicators, the most important threat will be to attract foreign investment, which will lead to capital flight in these areas. But from a military perspective, major threats such as rising Iranian military costs, the proliferation of terrorist groups, and the smuggling of goods and people or drugs have been high. Consequently, given that most threats from the military dimension will affect the security of Iran's eastern borders; this could negatively affect the performance of border guards. Because of the need for a large number of armed forces equipped with radar and optical devices to control the border, and the need for appropriate intelligence dominance that, if not met, can have certain consequences on border security, management and control. |
