بررسی شیوه های مشارکت پلیس افتخاری در توسعۀ امور فرهنگی و مذهبی |

زمینه و هدف: حضور و مشارکت فعالانه مردم، پیش‌‌نیاز و لازمۀ نیل به توسعه به‌ویژه توسعۀ فرهنگی است. نیروی انتظامی جمهوری اسلامی ایران نیز کوشش نموده است با سازمان‌دهی و به‌کارگیری بخشی از اقشار مردم در قالب پلیس افتخاری، زمینه‌های مشارکت اجتماعی را در امور اجرایی مربوط به توسعۀ فرهنگی فراهم آورد. تحقیق حاضر به دنبال تبیین این مسئله است که پلیس افتخاری در توسعۀ امور فرهنگی مربوط به پلیس چه نقش‌هایی را با چه شیوه‌هایی می‌تواند ایفا کند؛ ازاین‌رو تحقیق حاضر با هدف تبیین شیوه‌های مشارکت پلیس افتخاری در توسعۀ فرهنگی در مجموعۀ فرماندهی انتظامی ویژۀ غرب تهران انجام پذیرفته است.
روش: تحقیق حاضر از نظر هدف کاربردی، از نظر ماهیت توصیفی است که با روش پیمایشی انجام شده است. جامعۀ آماری این تحقیق، شامل کلیه کارکنان شاغل کوپ فرماندهی انتظامی ویژۀ غرب استان تهران است که در جذب و به‌کارگیری عوامل پلیس افتخاری در سطح استان فعالیت انتظامی داشته‌اند و تعداد 264 نفر به‌عنوان حجم نمونه محاسبه شده است. ابزار تحقیق پرسش‌نامۀ محقق ساخته بوده که روایی آن با نظر اساتید و نخبگان امر موردتأیید قرار گرفت و پایایی آن با محاسبۀ ضریب آلفای کرونباخ به مقدار 88/0 محاسبه شد. داده‌های حاصل‌شده با استفاده از نرم‌افزارهای آماری به دو شکل توصیفی و تحلیلی بررسی و ارائه است.
یافته‌ها و نتایج: یافته‌های تحقیق نشان داد که میانگین همه شاخص‌های مربوط به عملکرد مشارکتی پلیس افتخاری در توسعۀ فرهنگی به غیر از شاخص «امربه‌معروف و نهی از منکر» بالاتر از میانگین متوسط قرار دارد. همچنین، بررسی میانگین مجموع شاخص‌های ارزیابی مشارکت در توسعه فرهنگی توسط پلیس افتخاری فرماندهی انتظامی ویژۀ غرب تهران، نشان داد که حد بالای این دامنه بیشتر از 3 بوده و عملکرد مشارکتی پلیس افتخاری در توسعه فرهنگی از حد متوسط بالاتر بوده است. بررسی میانگین عملکرد مشارکتی پلیس افتخاری در شهرستان‌های تابعۀ استان نیز حاکی از اختلاف موجود در عملکرد کلی عوامل پلیس افتخاری در شهرستان‌های مختلف است. |

Examining the Methods of Participation of Honorary Police in the Development of Cultural and Religious Affairs |

Background and objectives: The presence and active participation of the people is a prerequisite for achieving development, especially cultural development. The police force of the Islamic Republic of Iran has also tried to provide grounds for social participation in executive affairs related to cultural development by organizing and employing part of the people in the form of honorary police. The current research seeks to explain the issue of what roles and methods the honorary police can play in the development of cultural affairs related to the police. Therefore, the present research was carried out with the aim of explaining the methods of participation of the honorary police in cultural development in the group of special police command of West Tehran.
Methodology: In terms of its objectives this study is of an applied research and in terms of its nature it is considered as a descriptive study, which was carried out with a survey method. The statistical population of this research includes all the employees of the Special Police Command in the west of Tehran province, who have engaged in police activities in the recruitment and employment of honorary police officers at the provincial level, and the number of 264 people has been calculated as the sample size. The research tool was a researcher-made questionnaire, whose validity was confirmed by the opinion of professors and elites, and its reliability was calculated by calculating Cronbach's alpha coefficient as 0.88. The obtained data are reviewed and presented using statistical software in two descriptive and analytical forms.
Findings and results: The findings of the research showed that the average of all the indicators related to the cooperative performance of the honorary police in cultural development, except for the index of "Calling for the deeds and forbidding the evil" is higher than the average. Also, the examination of the average total indicators of participation in cultural development by the honorary police of the special police command of West Tehran showed that the upper limit of this range was more than 3 and the participatory performance of the honorary police in cultural development was higher than the average. Examining the average collaborative performance of the honorary police in the subordinate cities of the province also indicates the difference in the overall performance of the honorary police officers in different cities. |
