مدیریت انتظامی از دیدگاه امام خمینی(ره) و مقایسه آن با دیدگاه‌های حضرت علی(ع) |

مدیریتی انتظامی باید متناسب با شئونات مذهبی و دین مبین اسلام و برگرفته از تعالیم اسلامی، قرآن کریم و ائمه معصومین باشد تا ضمن برقراری نظم وامنیت و آرامش شهروندان، بر اساس اصول ارزشی اسلامی، مدیریتی مطلوب بر این حوزه اعمال شود. نوع پژوهش کاربردی و روش آن تاریخی(اسنادی) است. داده‌های پژوهش از طریق فیش برداری از کتب، مقالات و پایان‌‌نامه‌ها. جمع‌آوری شده است. شاخص‌های بررسی پژوهش بر اساس اصول پنجگانه مدیریتی(برنامه ریزی، سازماندهی، بسیج منابع و امکانات، هدایت و رهبری، نظارت و کنترل) است. سؤال اصلی تحقیق «وجوه اشتراک و افتراق (در سطح تاکتیک‌ها) الگوی مدیریت انتظامی از دیدگاه حضرت امام خمینی(ره) و حضرت علی(ع) کدامند؟»می باشد و نتیجه حاکی از این است که دیدگاه‌های حضرت امام خمینی(ره) برگرفته از دیدگاه‌های حضرت علی(ع) بوده و بر اساس اصول علمی مدیریت کاملا منطبق بوده و درعمل با اصول مورد نظر حضرت علی(ع) هم‌ترکیب شده است. حضرت علی(ع) نیز اصول علمی مدیریت انتظامی را رعایت می‌نموده‌اند اما به صورت مدون امروزی نبوده است و در عمل این اصول را با اصول اخلاقی دین مبین اسلام و اصول مدیریت انسانی توام اجرا می‌نموده‌اند. متغیرهای زمانی و مکانی بر اصول مورد اشاره تأثیری نداشته و در هر زمان و هر مکان قابلیت اجرا داشته و در سطح تاکتیکی به وجوه افتراقی چون عدم کاربرد ظاهری اصول مدیریت، تاکید بر جنبه‌های خاص توسط حضرت علی(ع) برخورد می‌نماییم که افتراق درتاکتیک به حساب می‌آید. فقط مقتضیات فرهنگی، پیچیدگی‌ها و پیشرفت‌های علمی، فرهنگی، سیاسی اقتصادی و ابزار مدیریت جوامع امروزی با جوامع دوران صدر اسلام بر تاکتیک‌های اجرای این اصول تأثیر گذاشته و موجب افتراق تاکتیکی اصول مورد اشاره متناسب با شرایط و مقتضیات شده است. در پایان الگویی از اصول مشترک مدیریت انتظامی منطبق بر دیدگاه‌های امام خمینی(ره) و حضرت علی(ع) ارائه گردیده است. |

Police management should be in accordance with the religious and religious traditions of Islam and be drawn from Islamic teachings, the Holy Quran and the Imams of the infallible, in order to establish a safe, secure and orderly manner for the citizens, in accordance with the principles of Islamic values. The type of research is applied and its method is historical (documentary). Research data through textbooks, articles, and dissertations. It has been collected. Research evaluation indicators are based on five management principles (planning, organizing, mobilizing resources, guidance and leadership, supervision and control). The main question of the research is "What are the modalities of discipline (at the level of tactics) of the model of police management from Imam Khomeini's and Imam Ali's views?" And the conclusion is that Imam Khomeini's views are based on this. It is from the perspective of Prophet Ali (PBUH) and is fully in accordance with the scientific principles of management and is practically integrated with the principles of Prophet Ali (PBUH). Prophet Ali (PBUH) also adhered to the scientific principles of police management, but was not modern-day, and in practice implemented these principles in line with the ethical principles of Islam and the principles of human management. Temporal and spatial variables have no effect on the principles mentioned and are applicable at any time and place and at the tactical level discriminate aspects such as lack of apparent application of the principles of management, emphasis on specific aspects by Imam Ali (s). It counts. Only the cultural requirements, complexities and scientific, cultural, economic and political developments and management tools of today's societies with the societies of the early days of Islam have influenced the tactics of implementing these principles and have resulted in the tactical distinction of the principles cited to suit the circumstances. Finally, a model of common principles of police management in accordance with the views of Imam Khomeini and Prophet Ali (AS) is presented. |
