تبیین ابعاد و مؤلفه‌های بحران انتظامی |

زمینه و هدف: تعریف مشخص هر پدیده، امکان تحلیل منطقی و علمی آن‌را فراهم نموده و با ایجاد زمینه برای هدف‌گذاری دقیق، تدوین درست راهبردها و هدایت مناسب اقدامات اجرایی، شرایط را برای مدیریت کارآمد آن مهیا می‌سازد. هدف اصلی این پژوهش، مفهوم‌شناسی بحران در حوزه دانش پلیسی از طریق تبیین ابعاد و مؤلفه‌های بحران انتظامی است. دو سؤال اصلی پژوهش عبارت‌اند از: بحران از دیدگاه انتظامی چیست؟ ابعاد و مؤلفه‌های تشکیل دهنده بحران با رویکرد انتظامی کدام‌اند؟ روش: تحقیق از نوع توصیفی تحلیلی است و مطالعات اکتشافی به روش کتابخانه‌ای و بررسی اسنادی انجام و پس از تدوین ادبیات موضوع، جامعه خبره از متخصصان انتظامی انتخاب با استفاده از پرسشنامه و به روش دلفی از آنها پیرامون ابعاد و مؤلفه‌های تشکیل دهنده بحران انتظامی نظرسنجی شد. براساس روش فرایند تحلیل سلسله‌مراتبی داده‌ها (AHP) نظرات تخصصی خبرگان مورد تجزیه و تحلیل قرار گرفت. یافته‌ها: مناسب‌ترین تعریف بحران انتظامی عبارت است از مجموعه شرایط و وضعیتی که ارزش‌ها و اهداف سازمانی نیروی انتظامی در خطر باشند و ابعاد سه‌گانه تهدیدات علیه دستاوردهای انقلاب اسلامی، تهدیدات علیه نظم و امنیت اجتماعی و تهدیدات علیه آسایش عمومی و فردی، ابعاد اصلی بحران در این رویکرد می‌باشند. نتیجه‌گیری: وقوع بحران از هر نوعش تهدیدات امنیتی و نیازهای امنیتی مرتبط با وظایف و مأموریت‌های نیروی انتظامی را ایجاد می‌نماید و ناجا در تمامی بحران‌ها دارای مسئولیت بحران‌ستیزی است. ابعاد سه‌گانه بحران انتظامی به مؤلفه‌‌ها و شاخص‌های دیگر تقسیم می‌شوند و از تجزیه و ترکیب آنها اَشکال گوناگون بحران در سطوح مختلف قابل تعریف و تحلیل است. |

Background and Objective: The definite definition of each phenomenon enables its rational and scientific analysis and provides the conditions for its efficient management by creating the ground for accurate targeting, correct formulation of strategies and proper guidance of enforcement actions. The main purpose of this research is to conceptualize the crisis in police knowledge through explaining the dimensions and components of police crisis. The two main research questions are: What is the crisis from a police perspective? What are the dimensions and components of a police approach to crisis? Method: This is a descriptive-analytical study and exploratory studies are carried out through library and documentary research. After compiling the literature, the expert community of law enforcement experts is selected by questionnaire and Delphi method is surveyed on the dimensions and constituents of law enforcement crisis. Was. Expert opinions were analyzed based on the AHP method. Findings: The most appropriate definition of a police crisis is a set of situations in which the values and organizational goals of the police force are at risk, and the three dimensions of threats to the achievements of the Islamic Revolution, threats to order and social security, and threats to public and individual comfort, are the main dimensions of the crisis. These are the approaches. Conclusion: Crises of any kind create security threats and security needs related to law enforcement duties and missions, and Najaf is responsible for all crises in all crises. The three dimensions of the police crisis are subdivided into other components and indices and their different forms of analysis can be defined and analyzed at different levels. |
