مطالعه فرصت‌ها و تهدیدات ناشی از ظهور فناوری‌های نوین اطلاعاتی: گامی به سوی تدوین راهبرد در ناجا |

زمینه و هدف: فناوری‌های نوین اطلاعاتی با قابلیت‌های گوناگونی که به وجود می‌آورند شرایط جدیدی را در مقابل نهادها و سازمان‌های امنیتی از جمله نیروهای انتظامی قرار می‌دهند. این فناوری‌ها با تغییر دامنه مرزهای متعارف محیط عملیاتی ناجا - از دنیای واقعی و ملی، به دنیای مجازی و بین‌المللی - تهدیدات و فرصت‌های جدیدی را در پیش روی این سازمان قرار می‌دهند. وقوع چنین تغییراتی موجب می‌شود تا در پاسخ‌‌های راهبردی ناجا به شرایط جدید، تغییرات متناسبی صورت پذیرد. هدف این پژوهش، مطالعه فرصت‌ها و تهدیدات جدید امنیتی انتظامی ناشی از ظهور فناوری‌های نوین اطلاعاتی مانند اینترنت، ماهواره و تلفن همراه در محیط عملیاتی ناجا می‌باشد. مواد و روش‌ها: سه فرضیه محور این مطالعه را تشکیل می‌دهند که برای آزمون آنها از روش‌های آماری توصیفی و استنباطی استفاده گردیده است. ابزارهای گردآوری اطلاعات پرسشنامه و مراجعه به اسناد و مدارک می‌باشد. جامعه آماری مدیران ارشد ناجا و خبرگان آشنا به موضوع تحقیق در سال 1387بوده‌اند که برای انتخاب نمونه از روش تصادفی ساده استفاده شده و سپس بر اساس فرمول کوکران تعداد 40 نفر انتخاب گردیدند. یافته‌ها: یافته‌های تحقیق نشان می‌دهد با ظهور فناوری‌های نوین اطلاعاتی، فرصت‌ها و تهدیدات جدیدی در محیط راهبردی ناجا به وجود می‌آید. این تغییرات لزوم استفاده از راهبردهای نوین را مطرح می‌نماید که پاسخگویان از بین راهبردهای پنجگانه، به ترتیب راهبردهای ترکیبی (3/4)، پیشگیرانه (5/3)، همکاری‌های بین‌المللی (9/2)، جرم‌انگاری (2/2) و مداخله‌گرایانه (1/2) را مناسب‌ترین نوع راهبرد می‌دانند. |

Studying the Opportunities and Threats of New Information Technologies: A Step Towards Developing a Najja Strategy |

Background and Aim: New information technologies with diverse capabilities create new conditions for security agencies and organizations, including law enforcement. By shifting the boundaries of the conventional NSA operating environment - from the real world to the virtual and international world - these technologies pose new threats and opportunities for the organization. Such changes will result in appropriate changes in the strategic responses to the new circumstances. The purpose of this study is to study the new security police opportunities and threats arising from the emergence of new information technologies such as the Internet, satellite and mobile phones in the NLA operating environment.Materials and Methods: The three hypotheses underlying this study are descriptive and inferential statistical methods. Data collection tools are questionnaires and references. Statistical population was senior managers of NAJA and experts familiar with the subject of the research in 2008 who were selected by simple random sampling method and then 40 people were selected based on Cochran formula.Findings: Research findings show that with the advent of new information technologies, new opportunities and threats arise in the strategic environment of Naja. These changes suggest the necessity of using new strategies that responders out of the five strategies, namely combinatorial strategies (4.3), preventive (3.5), international cooperation (2.9), criminality (2.2) and interventionism. (1/2) is the most appropriate type of strategy. |
