بررسی کارکرد هم افزایی قوّت‌ها و فرصت‌های مدیریت مبارزه با جرایم اقتصادی در خنثی سازی تهدیدهای مرتبط |

زمینه وهدف: این مقاله دارای سه هدف کلی است: اولاً تلاش دارد عوامل محیطی مدیریت مبارزه با جرایم اقتصادی را برشمارد. ثانیاً سطح معناداری اهمیت نقاط قوّت و فرصت مدیریت مبارزه با جرایم اقتصادی را محاسبه نماید. ثالثاً روند هم افزایی برخی از مهم‌ترین نقاط قوت و فرصت‌های مدیریت مبارزه با جرایم اقتصادی را مورد بررسی قرار دهد. از همین‌رو به منظور دستیابی به اهداف مذکور از روش همبستگی و همخوانی استفاد شده است. روش: این تحقیق از نوع کاربردی ونیز توسعه‌ای است. دراین پژوهش از روش همبستگی و همخوانی استفاده می‌شود و برای تحلیل داده‌ها از آزمون خی دو ،آزمون ضریب همبستگی و رگرسیون چند متغیری استفاده شده است. همچنین به منظور اندازه‌گیری متغیرهای تحقیق مجموعه‌ای از صاحب نظران، نخبگان و مسؤلین با تجربه در عرصه‌های مختلف ستاد و صف نیروی انتظامی جمهوری اسلامی ایران که دارای سال‌ها سابقه خدمت در حوزه کشف جرم و آشنا با امور جرایم و مفاسد اقتصادی بوده‌اند به‌عنوان جامعه آماری منظور شده‌اند که تعداد 34 نفر به‌طور هدفمند از میان جامعه آماری انتخاب شده و در فرآیند تدوین راهبرد مبارزه با جرایم اقتصادی از دیدگاه‌های آنان استفاده شده است. یافته و نتیجه‌گیری: مدیران و خبرگان کشف جرایم و به‌ویژه مبارزه با جرایم اقتصادی بر این باورند که مبارزه با جرایم اقتصادی همواره با تهدیدهایی از سوی رقبا و عناصر متعدد همراه بوده و از طرفی همواره دارای نقاط قوت و فرصت‌هایی در محیط مربوط به خود می‌باشد که شایسته اعمال مدیریتی هوشمند و کارآمد در بستر فرآیندی راهبردی می‌باشد. بنابر محاسبات صورت گرفته به جرات می‌توان ادعا نمود روش محاسبه میزان هم افزایی مناسب‌ترین نقاط قوت و فرصت مدیریت مبارزه با جرایم اقتصادی کارکرد‌های مثبت زیادی در روند موفقیت‌های این عرصه دارد. بنابراین در نظر گرفتن شرایط زمان و مکان به‌ویژه کارکرد‌های پنهان و نامحسوس سایر متغیرهای اثر‌گذار در بهره‌گیری از قوت‌ها و فرصت‌ها در یک محیط مفروض کشف جرم از اهمیت زیادی برخوردار است. در غیر این صورت قوت‌ها و فرصت‌ها به عناصر دیگر کارکردی، در خوشبینانه ترین حالت، به عناصر بی‌کار که فاقد اثر و نتیجه بوده و کارکردی در این فرآیند به عهده ندارند، تبدیل خواهند شد و در بدترین حالت، قوت‌ها و فرصت‌ها به عناصر ضد کارآ یا عناصر غیر موجه...که حتی در جهت تحقق تهدید عمل می‌کنند، تبدیل خواهند شد. |

Context and objective: This paper has three general objectives as follows: first, counting the environmental factors of economic crimes combating crime, second, calculating the significance level of strength points and opportunities of economic crimes combating management, third, considering the synergic process of some important strength points and opportunities for economic crimes combating management. Hence, for achieving the foregoing purposes, correlation and consistent approaches have been used. Methodology: This research is an applied and developmental study. In this research, correlation and consistent methods are applied and the data is analyzed by means of Chi square test, coefficient of correlation test and multivariate regression analysis. As well as, for measuring the research variables, a group of experienced experts, elites and authorities in the different staff and police ranks of Islamic Republic of Iran having service records in the context of crime detection and familiar to the economic crimes and corruptions have been selected as sampling group out of which 34 persons were selected purposefully as the samples and their opinions were used in the process of compiling the strategy for economic crimes combating. Findings and Conclusion: The managers and reporters of crime detection particularly combating the economic crimes believe that combating the economic crimes is ever threatens by competitors and various elements and had always strength points and opportunities in the related environment that require the intelligent and efficient management in the framework of a strategic process. According to the provided calculations may claim intrepidly that calculation method of synergy of most appropriate strength points and opportunities of economic crime combating management has frequent positive functions in the success trend of this context. Therefore, considering the place and time conditions particularly the hidden and tangible functions of other variables effective on the utilization of strength points and opportunities in an assumed environment of crime detection is very important. Otherwise, the strength points and opportunities will be exchanged to the other functional elements, in the most optimistic state to the useless elements excluding the effect and result that have no function in this process, and in the worst state, the strength points and opportunities will be exchanged to the anti-efficient or unjustified elements that act even for realizing the threat. |
