عنوان فارسی پیشگیری و مبارزه با فساد درجمهوری اسلامی ایران و چین با تأکید بر سازمان بازرسی کل کشور
چکیده فارسی مقاله شیوه پیشگیری و مبارزه با فساد، یکی از مباحث بنیادین در کشورها و سازمان‌های بین‌المللی محسوب می‌گردد. یکی از اساسی‌ترین راهبردها و روش‌های تقویت نهادهای نظارتی در امر پیشگیری و مبارزه با فساد، مطالعه تطبیقی وضعیت برخورد فساد در سایر کشورها، شناسایی نهادها و فرآیند موضوع به منظور بهره‌برداری از تجربیات موفق در حوزه بین المللی می‌باشد. پژوهش حاضر به کمیسیون ملی نظارت چین پرداخته و با نهاد نظارتی سازمان بازرسی کل کشور درجمهوری اسلامی ایران ، مطالعه تطبیقی داده شده است. این تحقیق با استفاده از روش مقایسه‌ای انجام و با ابزار مصاحبه عمیق با خبرگان و صاحب‌نظران انجام پذیرفته است. استنتاج حاصله ازاین تحقیق حاکی از آن است که از مهمترین تجارب می‌توان به دارا بودن صلاحیت قضایی و رسیدگی به تعقیب کیفری متهمان، فقدان موازی کاری‌های اداری و تبعیت مقامات سطوح مختلف اداری ازمنویات این دستگاه، داشتن حق مجازات متخلفان و قانون‌شکنان و داشتن ضمانت اجرایی اشاره نمود.

عنوان انگلیسی Comprehensive study on prevention and fight against corruption in the Islamic Republic of Iran and the People's Republic of China with an emphasis on the General Inspection Organization
چکیده انگلیسی مقاله Prevention and fight against corruption is one of the fundamental challenges for countries and international organizations. One of the most fundamental strategies and methods is to strengthen oversight bodies in preventing and combating corruption, studying the comparative situation of corruption in other countries, identifying institutions and process the subject in order to exploit successful experiences in the international arena. The present study has been addressed to the National Supervision Commission (NSC) of the People's Republic of China, and a comparative study has been conducted with the oversight body of the General Inspection Organization (GIO) of the Islamic Republic of Iran. The purpose of this research, in view of improving methods, structures and promotion of efficiency, is developed using a comparative method and carried out in the field by in-depth interviewing tools with experts and thinkers. The conclusion drawn from this research suggests that the most important experiences can be referred to having jurisdiction and the prosecution of the defendants, the lack of parallel administrative work and compliance with officials of various levels of administration of the menus of this device, having the right to punish the offenders and outlaws and having an executive guarantee.
