امروزه یکی از دغدغه‌های مهم هر سازمان چگونگی آگاهی از نوع عملکرد و میزان مطلوبیت فعالیت‌های و همچنین نظارت کلی بر فرآیندهای مربوط به عملکرد واحدها می‌باشد، لذا وجود یک نظام ارزیابی کارایی دقیق و جامع بسیار بااهمیت می‌باشد. در حال حاضر در سیستم‌های ارزیابی کارایی و عملکرد، از روش‌های گوناگونی استفاده می‌شود، یکی از این روش‌ها استفاده از تحلیل‌پوششی‌داده‌‌ها می‌باشد. در تحلیل‌پوششی‌داده‌‌ها یکی از مشکلات مهم و اساسی مدل‌های پیشین، در نظر نگرفتن عدم قطعیت داده‌ها در مسأله‌ی ارزیابی کارایی می‌باشد؛ زیرا یکی از مهم‌ترین ویژگی‌های مدیریت عدم قطعیت در آن است و وجود متغیرهای غیرقابل‌کنترل، فرایند تصمیم‌گیری مدیران را به‌کلی تحت تأثیر قرار می‌دهد. لذا ارائه روشی در فضای عدم قطعیت، جهت ارزیابی از جایگاه خاصی برخوردار هست. در این مقاله به بررسی روش‌های تحلیل پوششی داده در شرایط عدم قطعیت پرداخته‌شده است. |

Evaluation of Unit Performance in the NAJA's Planning and Budget Headquarters Using the Data Envelopment Analysis Method in Uncertainty Conditions |

Assessing the efficiency of different units of an organization or comparing the effectiveness of similar organizations, in order to create a competitive environment, can play an important role in improving the level of organizational efficiency and effectiveness. In this research, the evaluation of the efficiency of the headquarters units, the planning and budget unit of the NAJA has been evaluated. Given that the decision space is an uncertain space, an uncertain model of data envelopment analysis is used to do this. In the present model, using a robust optimization method, the CCR model is based on the model, and the model is compared with one of uncertain models of the previous. The results of the evaluation and comparison of the model with the previous models showed that the present model is more potent than the previous uncertainty models in Previous terms. Also, the results of this evaluation period were compared with the results of the evaluation in previous periods, which, according to the organization's managers, are more accurate than the results of the previous period. |
