تحلیل ملاحظات امنیتی آمایش سرزمین در مناطق مرزی و نقش آن در توسعه‌یافتگی (موردمطالعه: استان مرزی ایلام) |

توسعه مناطق مرزی به‌عنوان مناطقی که حدود قانونی و قلمرو قدرت کشورها را مشخص می‌سازند از اهمیت بالایی برخوردار است. در این راستا پژوهش حاضر باهدف شناخت ملاحظات اقتصادی، اجتماعی، محیطی و سیاسی- امنیتی در استان مرزی ایلام و نقش آن در میزان توسعه‌یافتگی انجام‌گرفته است. این پژوهش بر اساس هدف کاربردی و بر اساس روش توصیفی- تحلیلی می‌باشد. برای بررسی تهدیدات اقتصادی، اجتماعی – فرهنگی، سیاسی و نظامی – امنیتی از واکاوی داده‌ها و اسناد تاریخی بهره گرفته‌شده و با استفاده از نرم‌افزار Arc GIS نقشه‌های فضایی و سطح‌بندی تهیه شده است. ابتدا مهم‌ترین نقاط قوت، ضعف، فرصت‌ها و تهدیدهای بخش‌های آمایشی استان ایلام شناسایی و سپس جهت شناخت وضعیت توسعه در سطح شهرستان‌های استان ایلام از تکنیک چند معیاره تاپسیس و روش وزن دهی آنتروپی بهره گرفته شده است. نتایج نشان می‌دهد به لحاظ سطوح توسعه، شهرستان‌های شیروان و چرداول و مهران جزو شهرستان‌های برخوردار، شهرستان‌های دره شهر، ایلام و دهلران در سطح نیمه برخوردار و شهرستان‌های ایوان، ملکشاهی و آبدانان در سطح محروم از توسعه قرارگرفته‌اند. از مهم‌ترین راهبردهای کلیدی برای توسعه استان می‌توان به راهبردهای رونق‌بخش تجاری- بازرگانی با شناخت بازارهای هدف بالفعل و بالقوه و بهره‌گیری از ظرفیت‌های ایجادشده و ایجاد تقویت و توسعه زیرساخت‌ها در سطح استان اشاره کرد. |

The Analysis of Security Considerations of Land Use in Border Regions and Their Role in Development (Case study: Ilam Border Province) |

The development of border areas as the areas that determine the legal and territorial authority of countries is of great importance. In this regard, the present study was conducted aiming at identifying economic, social, environmental and political-security considerations and their role in developmental level in Ilam border province. In terms of its objectives this study is of an applied research type and in terms of method it is considered as a descriptive-analytical study. To examine the economic, social, cultural, political and military-security threats the data mining and historical documents analysis have been employed and ArcGIS software has been employed for developing spatial and level mapping. At first, the most important strengths, weaknesses, opportunities and threats of the Ilam province were identified. Then, to identify the developmental status at the level of cities of Ilam province, the multi-criteria Topsis technique and the entropy weighting method were employed. The results show that in terms of developmental levels, the cities of Shirvan and Chardavol and Mehran are among the privileged cities, the cities of Dareh Shahr, Ilam and Dehloran are semi-privileged, and the cities of Ivan, Malekshahi and Abdanan are at the underprivileged level. Among the key strategies for developing the province, the trade-commercial prosperity strategies can be mentioned via identifying actual and potential target markets, utilizing the created capacities, and building, strengthening and developing infrastructure in the province. |
