تدوین و ارائه الگویی یکپارچه از سرمایه اجتماعی و پیامدهای آن |

زمینه وهدف: عوامل و عناصر متعددی در شکل گیری سرمایه اجتماعی مؤثرند که شناسایی و واپایش آنها مستلزم اتخاذ رویکردی نظام مند است. لذا در این مطالعه پس از توصیف و تبیین مبانی نظری و عوامل مؤثر بر شکل گیری سرمایه اجتماعی و پیامدهای آن، تلاش شد با رویکردی نظام مند و از منظری تعاملی، ابعاد، عوامل و شاخص های تشکیل دهنده سرمایه اجتماعی و پیامدهای آن در قالب چارچوبی مفهومی ارائه شود. روش: به منظور ارائه الگویی یکپارچه از سرمایه اجتماعی، تعداد قابل توجهی از مطالعات انجام شده در زمینه سرمایه اجتماعی و پیامدهای آن مرور گردید. بحث و نتیجه گیر ی: سرمایه اجتماعی دارای سه بُعد کلی هنجار، شبکه و اعتماد اجتماعی است که هر کدامنیز دارای چندین عامل و شاخص زیرمجموعه خود می باشند، به نحوی که در تعامل نظام مند با یکدیگرچارچوبی را تشکیل می دهند که ضمن اثرگذاری بر کیفیت سرمایه اجتماعی، متأثر از کیفیت کلّی سرمایه اجتماعی موجود در نظام های اجتماعی نیز می باشند. به علاوه در این مقاله بیان شد که چون نظام های اجتماعی در تعامل با محیط می باشند، تحت تأثیر عوامل و شرایط محیط زمینه ای و تعاملی خود نیز می باشند که توجه به آنها نیز در بهبود کیفیت سرمایه اجتماعی حائز اهمیت است. در نهایت نیز دو الگوی انگاره ای از ابعاد، عوامل، شاخص های سرمایه اجتماعی و پیامدهای آن ارائه شد. الگوی ارائه شده امکان درک جامع تر موضوع و طرح و اقدام برای مدیریت توسعه سرمایه اجتماعی را فراهم می آورد و از این حیث می تواند برای توسعه سرمایه اجتماعی نیروی انتظامی به عنوان یکی از مبانی اساسی اقتدار و موفقیت آن نیرو مورد استفاده قرار گیرد. |

Context and objective: Various elements and factors are effective on the formation of social capital, the identification and control thereof requires adopting a systemic approach, Thus, in this study after describing and expressing the theoretical fundamentals and factors affecting the formation of social capital and its consequences, the aspects, factors and indices forming the social capital and its consequences as a conceptual framework by a systemic and interactive approach. 464 10 Police Management Researchs Quarterly, V7, Number 3, Autumn 1391 (2012) چکیدها نگلیسی Procedure: In order to present an integrated model of social capital, considerable number of studies applied in the context of social capital and its consequences were reviewed. Discussion and conclusion: Social capital has three general aspects including social norm, network and trust, each one includes several agents and their subset indices so that form a framework in systemic interaction with each other. These agents affect the quality of social capital but influenced by the general quality of social capital existing in the social systems. Moreover, the social systems are interacted with the environment, therefore are affected by their contextual and interactive environment’s factors and conditions and paying attention thereto is significant in the improvement of social capital improvement. Ultimately, two conceptual models of aspects, factors and indices of social capital and its consequences were presented. According to the presented model, the subject and schema are understood more integrated and requirements are provided for social capital development management, therefore it may be used as one of substantial basis for Police Force power and success in order to develop its social capital. |
