Many crimes, various assigned missions, and increasing the crime rate in the country cause that reactive role of the police, specifically intelligence police, is not responsible in countering and detecting the crimes. Therefore, considerable amount of crimes don’t discovered due to the lack of human resources and other effective factors. This study aims at military designing for intelligence police outsourcing activities, because outsourcing is one of the ways out of this situation. In this descriptive-survey study in nature and qualitative –quantitative in method, a questionnaire of the evaluation of the variables of outsourcing system was administered among the experts of the intelligence police, then the data gathered, completed, and transferred to SPSS software. Then collected data were analyzed by using Multi Attribute Decision Making (MADM) and TOPSIS method. Findings lead to military design for intelligence police outsourcing activities. The system consists of four parts: inputs (intelligence police activities), processes (method of outsourcing the activities of intelligence police), feedback (standards of intelligence police activities) and outputs (priority of outsourcing intelligence police activities). According to the findings, in partial method, some activities such as drug tests, investigation of marriage, and investigation of missing people, respectively, and in contract method, some activities such as genetic testing, identification of narcotics, and investigation of marriage, respectively should be outsourced. |
