Today, organizations face to unprecedented challenges. In fact, Leaders of organizations face with increasing rivalry, globalization, growth of social responsibility, technology changes and new strategic thoughts. Hence, they need to create and maintain the organization with high level of performance. Organizational excellence model, as a tool for high level performance organizations, use to identify the situation of organization and deliver the road map of improvement and excellence. This study aims to design the organizational excellence model in public sector of Iran, due to designing the organizational excellence model in any countries depends on its background conditions. In this qualitative study, various models of organizational excellence and interior documents of the country in public sector were examined. Participants selected through purposive sampling and data collected through a questionnaire. Criteria and significant values of the model analyzed and recognized via exploratory factor analysis technique. Findings reveal that Iranian excellence model in public sector has 12 criteria: leadership, strategic planning, process, human resources management, budget and government facilities management, information and knowledge management, e-services, realization of goals and programs of government , development of citizenship, adherence to moral and ethical principles, fulfillment of social responsibilities, customer satisfaction; and ten significant values: customer-oriented, justice, the rule of law, social accountability, knowledge, organizational agility, participation, creativity and innovation, leadership, target stability and result-orientation. It is concluded that human resources management and management of communication with citizens are the main criteria for public sector excellence model; and significant values of organizational excellence model composed of three areas of human dignity, wisdom and vision-orientation |
