تأثیر ارتباطات بین سازمانی فرماندهان و مدیران در نظارت بر صنوف و اماکن عمومی استان گلستان |

زمینه و هدف: پژوهش حاضر به‌منظور بررسی نقش ارتباطات بین سازمانی فرماندهان و مدیران انتظامی استان گلستان باهدف تأثیر ارتباطات در افزایش اثربخشی نظارت بر صنوف و اماکن عمومی استان انجام شد. روش: روش پژوهش توصیفی- تحلیلی است. جامعه آماری دو گروه فرماندهان و مدیران (40 نفر) و اصناف (45 نفر) هستند که ازطریق نمونه‌گیری احتمالی نظام‌مند انتخاب شدند. ابزار گردآوری اطلاعات، پرسش‌نامه محقق‌ساخته است که قبل از اجرا اعتبار و پایایی آن مورد تأیید قرار گرفته است. همچنین جهت تجزیه‌وتحلیل داده‌ها از شاخص‌های توصیفی (فراوانی، درصد فراوانی، میانگین و انحراف)، آزمون تی و آزمون فریدمن با نرم‌افزار اس.پی.اس.اس استفاده شد. یافته‌ها: یافته‌ها بیانگر آن است که فرماندهان و مدیران استان گلستان برای نظارت بیشتر بر اماکن عمومی در ارتباطات رسمی خود باید با اصناف و شهرداری؛ در ارتباطات غیررسمی خود باید بیشتر با نهاد‌های فرهنگی؛ در نوع تعاملات با سایر سازمان‌های استانی بیشتر از شیوه تعامل دوسویه در نظارت بر اماکن عمومی بر مبنای ایجاد شیوه‌‌های ارتباطی (مانند اینترنت، تلفن، بی‌سیم و تبادل نماینده) استفاده کنند. نتیجه‌گیری: به‌طورکلی ارتباطات بین سازمانی فرماندهان و مدیران بر اثربخشی نظارت بر صنوف استان گلستان تأثیر می‌گذارد. زیرا این‌گونه ارتباطات با فراهمکردن منابع و امکانات، موفقیت در اجرای برنامه‌ها، تصمیم‌گیری‌های مشترک، کاهش هزینه‌های اقتصادی، پاسخ‌دهی سریع، افزایش توان خدمات، فراهمکردن فرصت یادگیری، نوآوری و تبادل اندیشه، موجب افزایش ظرفیت‌های برون‌سازمانی فرماندهان و مدیران در نظارت بر صنوف می‌شود. پیشنهادها: در حوزه ارتباطات رسمی پیشنهاد می‌شود فرماندهان و مدیران با برگزاری نشست‌های رسمی، تنظیم تفاهم‌نامه با سازمان‌های رسمی و غیررسمی (با اولویت نهاد‌های فرهنگی) و استفاده از منابع و اطلاعات خبری و فناوری‌های روز مانند اینترنت، از بانک‌های اطلاعاتی این سازمان‌ها بهره‌برداری و بدین‌نحو دایره نظارت خود را در سطح حوزه بازار گسترش دهند. همچنین پیشنهاد می‌شود که مدیران و فرماندهان انتظامی استان در راهکارهای مدیریتی خود تعامل دوسویه با سایر سازمان‌ها (با حفظ استقلال دو طرف) را مدنظر قرار دهند. |

The impact of inter-organizational communication between commanders and managers on monitoring guilds and public places in Golestan province |

Purpose and background: This study aimed to investigate the role of inter-organizational communications between commanders and managers of Golestan Province, and was performed in order to identify the impact of these communications on increasing effectiveness of monitoring guilds and public places. Method: research method is descriptive-analytical. Statistical population consists of two groups of police officers and managers (40 people) and members of the Guilds (45 people), who were selected through systematic random sampling. The data collection tool is a questionnaire that before its implementation, its validity and reliability have been confirmed. Data analysis also was used descriptive parameters (frequency, percentage, mean and SD), t-test and Friedman test with SPSS software. Results and Conclusion: Results indicate that police managers and commanders in Golestan province. For more surveillance on public places in its official communication with guilds and municipalities; at their informal communication should communicate more with cultural institutions; in interactions with other provincial organizations more focus on the interaction techniques based on monitoring public places established communication practices (Internet, telephone, wireless and representative exchange). In general, the relationships between organizational leaders and managers affect the effectiveness of monitoring the guilds in Golestan province. So that, these types of communications increase the extra-organizations capacities of leaders and managers, through: Providing resources and facilities, the success of the program, joint decision-making, reduce costs, respond faster, improve the service, providing learning opportunities, innovation and the exchange of ideas. It is suggested in official communications commanders and leaders by holding formal meetings, agreements with formal and informal organizations (with priority cultural institutions) and use of sources of news, information and technologies such as the internet, of these organizations who do use databases and thus expand their control over the market scope. It also recommended that police managers and commanders in Golestan province in their management practices consider the interaction with other international organizations (with preserve the independence of two sides). |
