نقش صیانتی فرماندهان و مدیران نیروی انتظامی در کاهش جرایم کارکنان |

زمینه و هدف: سالم‌نگهداشتن نیروی انتظامی، همواره ازسوی فرماندهی معظم کل قوا (مدظله‌العالی) مورد سفارش قرارگرفته است. براساس آموزه‌های دینی و تأکیدهای فراوان ائمه معصومین (علیه‌السلام)، مراقبت از کارگزاران و حفظ قداست نظام اسلامی به‌عنوان بخش مهمی از مسئولیت فرماندهان و مدیران به‌حساب می‌‌آید. فرماندهان و مدیران نیروی انتظامی در سه بخش مراقبتی، ممانعتی و مقابله‌ای، نقش اساسی و مهمی در سالم‌سازی این نهاد مقدس و کاهش حجم جرائم کارکنان برعهده دارند. این پژوهش باهدف «شناخت نقش صیانتی فرماندهان و مدیران نیروی انتظامی در کاهش جرایم کارکنان» انجام شد. پژوهشگر در این پژوهش به‌دنبال آن است تا سهم و اولویت هریک از نقش‌های مراقبتی، ممانعتی و مقابله‌ای فرماندهان را در صیانت کارکنان و کاهش سطح ارتکاب جرم در نیروی انتظامی تبیین کند. روش: این پژوهش ازنظر هدف کاربردی و ازنظر روش، توصیفی- پیمایشی است. ابزار جمع‌آوری پژوهش پرسش‌نامه محقق‌ساخته بوده و پایایی آن با استفاده از ضریب آلفای کرونباخ مقدار 9/0 برآورد شد. برای تجزیه و تحلیل یافته‌ها از نرم‌افزار «اس.پی.اس.اس» و آزمون‌های خی‌دو و فریدمن، استفاده شد. جامعه آماری این پژوهش شامل 230 نفر از کارکنان نیروی انتظامی بوده که وضعیت خدمتی آنان در هیئت رسیدگی به تخلفات مطرح‌شده و برابر محاسبه‌ها، حجم نمونه پژوهش تعداد 106 نفر تعیین شد. یافته‌ها و نتیجه‌گیری: براساس نتایج به‌دست آمده؛ «ناکارآمدی و تسلط ناکافی کارکنان بر حیطه وظایف و اختیارات قانونی» بالاترین دلیل مبنی بر ضرورت اعمال نقش مراقبتی؛ «وجود برخی ضعف‌ها و خلاءهای قانونی زمینه‌ساز جرم» بیشترین دلیل برای اعمال نقش ممانعتی و «وادارکردن کارکنان به انجام برخی اقدام‌های خلاف» بالاترین دلیل ضرورت اعمال نقش مقابله‌ای فرماندهان و مدیران در کاهش جرم توسط کارکنان هستند و در نتیجه‌گیری نهایی براساس مقایسه کای مربع فریدمن هریک از پرسش‌ها، مشخص شد که بیشترین نقش مؤثر فرماندهان و مدیران در کاهش ارتکاب جرم توسط کارکنان نقش مراقبتی (58.113)، نقش ممانعتی (52.747) در مرحله دوم و نقش مقابله‌ای (25.229) پایین‌ترین تأثیر را دارد. |

The protectoral role of IRI police commanders and managers in reducing crimes of staff |

Purpose and background: Preservation the organizational health of Islamic Republic of Iran (IRI) Police, all the time been emphasized by the supreme commander-in-chief. According to religious commands and great emphasis infallible Imams, care agencies and preservation the sanctity of the Islamic system is considered as an important part of the responsibility of commanders and managers. Commanders and managers of IRI police in three parts surveillance, prevention and confrontation, are responsible for purification of this sacred organization and reduce the volume of the employees offenses. The present study aimed to “recognize the role of IRI police commanders and managers in reducing crimes of staff”. Researcher in this study follows up the share of each of the roles and priorities of commander’s surveillance, prevention and confrontation on the protection of employees and reducing the level of crime in the IRI police. Method: This research in terms of the purpose is applicable and in terms of method is descriptive. Data collection tool is self-administrated questionnaire. The reliability of questionnaire by using Cranach’s alpha coefficient was obtained equal to 0.9. For analyze the data we used “SPSS” software and were used Friedman and chi-square tests. The statistical population of research includes 230 employees which their situation raised in the observer mission for investigate offenses. Sample size was included 106 people. Results and conclusion: According to the results “inefficient and inadequate control of employees on the scope of duties and jurisdiction” is the most important reason which implies the need to applying the surveillance role; “existence of some weaknesses and gaps in the legal grounds for crime” is the greatest reason for acting the role of preservation; and “force of employees to perform some actions contrary” is the highest reason for the need to applying the confrontation role. Finally, according to Friedman’s chi-square, it was found that the most effective role of commanders and managers in reducing employee crimes respectively is caring role (58.113), Prevention role (52.747) and confronting role (25.229). |
