رابطه توسعه فناوری اطلاعات با عدم تمرکز در تصمیم‌گیری، بهبود فرایندهای کاری و بهره‌وری سازمانی مورد مطالعه: فرماندهی انتظامی استان همدان |

زمینه و هدف: ارتقاء بهره‌وری نیروی انتظامی در قرن بیست‌و‌یکم وابسته به توسعه و گسترش فناوری اطلاعات و کاربرد آن دارد. نیروی انتظامی می‌تواند با تشخیص ضرورت سرمایه‌گذاری در حوزه فناوری اطلاعات و بکارگیری مؤثر آن، با ایجاد فرصت‌های بهره‌وری بسیار در راستای ارتقاء امنیت عمومی جامعه اهتمام ورزد. هدف از پژوهش حاضر، بررسی رابطه توسعه فناوری اطلاعات با عدم تمرکز در تصمیم‌گیری، بهبود فرایندهای کاری و بهره‌وری سازمانی در فرماندهی انتظامی استان همدان است. روش: پژوهش حاضر ازنظر هدف، کاربردی و ازنظر گردآوری اطلاعات، توصیفی- پیمایشی است. ابزار جمع‌آوری اطلاعات، پرسش‌نامه استاندارد بوده و جامعه آماری پژوهش، کارکنان نیروی انتظامی استان همدان است. داده‌های جمع‌آوری شده با آزمون تحلیل مسیر و با استفاده از نرم‌افزار لیزرل مورد تجزیه و تحلیل قرار گرفتند. یافته‌ها: یافته‌های پژوهش حاکی از آن است که توسعه فناوری اطلاعات با بهبود فرایندهای کاری (39/13= t 52/0=β)، عدم تمرکز در تصمیم‌گیری (14/13= t 56/0=β) و بهره‌وری سازمانی (81/3= t 17/0=β) رابطه مثبت و معنادار دارد. از سویی، بهبود فرایندهای کاری (58/4= t 23/0=β) وعدم تمرکز در تصمیم‌گیری (10/12= t 50/0 =β)، با بهره‌وری سازمانی رابطه معناداری دارند و درنهایت عدم تمرکز در تصمیم‌گیری با بهبود فرایندهای کاری (24/9= t 36/0 =β) رابطه مستقیم و معناداری دارد. نتایج: نتایج پژوهش نشان داد توسعه فناوری اطلاعات می‌تواند عدم تمرکز در تصمیم‌گیری را افزایش دهد و سبب بهبود فرایندهای کاری شود. ازسویی توسعه فناوری اطلاعات به‌صورت مستقیم رابطه ضعیفی با افزایش بهره‌وری سازمانی دارد اما به‌صورت غیرمستقیم و ازطریق افزایش عدم تمرکز در تصمیم‌گیری و بهبود فرایندهای کاری رابطه قوی‌تری با افزایش بهره‌وری سازمانی دارا است. |

Purpose and background: Enhance the efficiency of the police force in the twenty-first century is related to the development of information technology and its application. The police force can recognizing the need for investment in information technology and effective use of it through the creation opportunities in terms of productivity endeavor to promoting public safety. The purpose of this study is examining the relationship between information technology developments with decentralization in decision-making, improving work processes and organizational productivity at police commander headquarters of Hamedan province. Method: The present study in terms of objective is applied, and in terms of gathering information is descriptive survey. The data collection instrument is standard questionnaire and the statistical population involves employees of police headquarters at Hamedan province. Collected data were analyzed by using path analysis in LISREL software. Results: The results indicate that information technology development has a significant positive relationship with the improvement of work processes decentralization of decision-making and organizational productivity. At the same time, improving business processes and lack of centralization at decision-making have a significant relationship with organizational productivity. And finally decentralization at decision-making has a direct and significant relationship with the improvement of work processes. Conclusion: Results showed that information technology development can increase decentralization at decision-making and cause improvement at work processes. On the other hand information technology development in directly condition has a poor relationship with increase organizational productivity. But indirectly and by increasing decentralization at decision-making and improving work processes has a stronger relationship with increase organizational productivity. |
