زمینه و هدف: رویکرد جامعه‌محور در سازمان‌ها، چنانچه مبتنی بر برنامه علمی نظام‌مند باشد، می‌تواند ضمن کاهش هزینه‌ها، افزایش اثربخشی و ترغیب ذی‌نفعان در حمایت از اجرای برنامه‌ها را به‌دنبال داشته باشد. هدف این پژوهش شناسایی رابطه ویژگی‌های کارکنان سازمان با تحقق رویکرد جامعه‌محوری پلیس است. روش: پژوهش حاضر ازنظر هدف، کاربردی، ازنظر ماهیت تبیینی- توصیفی و ازنظر نوع داده، کمی-کیفی (ترکیبی) است. مشارکت‌کنندگان بخش کیفی، نخبگان حوزه اجتماعی پلیس، مسئولان و اعضای حال و گذشته شورای امنیت کشور و اساتید دانشگاه بود. نمونه‌گیری در این بخش به‌صورت هدف‌مند و به‌صورت طبقه‌بندی اجرا و تعداد آن براساس اشباع نظری شانزده نفر تعیین شد. جامعه آماری بخش کمی پژوهش، شامل مدیران ارشد نیروی انتظامی به تعداد 180 نفر است. حجم نمونه براساس فرمول کوکران 87 نفر محاسبه شد و نمونه‌گیری به‌صورت تصادفی طبقه‌ای محاسبه شد. اعتبار ابزار به‌وسیله آلفای کرونباخ محاسبه و مقدار آن 81/0 و روایی آن توسط روایی صوری تأیید شد. داده‌های پژوهش با استفاده از آزمون‌های آماری موسوم به همبستگی پیرسون مورد تجزیه و تحلیل قرار گرفت. یافته‌ها: یافته‌های پژوهش نشان داد که بین مؤلفه‌های ویژگی‌های انسانی شامل: ویژگی‌های اخلاقی، مهارت‌های حرفه‌ای، سلامت روان و دانش کارکنان با تحقق رویکرد جامعه‌محوری رابطه معنی‌دار مثبت به میزان 86% وجود دارد. در این میان ویژگی اخلاقی ازنظر پاسخ‌دهندگان با 88% در صدر قرار دارد. نتایج: تقویت مفاهیمی مانند اخلاق، مهارت، سلامت روان و دانش که در این پژوهش به‌عنوان مؤلفه‌های ویژگی‌های انسانی برشمرده شد، می‌تواند به تحقق رویکرد جامعه‌محور کمک کند. |

Purpose and background: Community-based approach in organizations based on systematic scientific program while reducing costs, will cause increase in effectiveness and encourage stakeholders to support the implementation of programs. The purpose of this study is to identify the relationship between characteristics of staff with the realization the approach of community-based police. Method: This research in terms of purpose is an applied research, and in terms of research procedure is explanatory-description, and in terms of data type is quantitative-qualitative (mixed research). The participants in qualitative phase of research are police social experts, present and past members of Country Security Council and academic members. Sampling in qualitative phase done base on purposive sampling method, and number of participants according to the theoretical saturation became equal to sixteen participants. The statistical population of quantitative research phase includes senior police managers equal to 180 persons. Sample size calculated 87 persons according to Cochran formula and sampling was conducted by using the Stratified random sampling procedure. The face validity of measurement was approved and reliability calculated by alpha equal to 0.81. Data were analyzed by using Pearson correlation coefficient test. Results: Research results show that at the 80% there is a significant positive relationship between components of human characteristics that include: moral characteristics, professional skills, mental health and staff knowledge with realization the approach of community-based police. Meanwhile from the perspective of respondents moral characteristics at 88% significance level located in the highest rating. Conclusion: Reinforce concepts such as ethics, skills, mental health and knowledge, which in this study were considered as components of human characteristics can help to realization the approach of community-based police. |
