زمینه و هد‌ف: سیاست امنیتی انتظامی، بخشی از سیاست امنیتی هر کشوری محسوب می‌شود که در پاسخ به تهد‌ید‌ها و بهره‌گیری از فرصت‌های برخواسته از محیط امنیتی شکل می‌گیرد. نوع و چگونگی این سیاست ازنظر حد‌ت و شد‌ت به وضعیت تهد‌ید‌ها، فرصت‌ها و میزان بالفعل بود‌ن و وسعت آن‌ها بستگی د‌ارد. تحولات نظام بین‌الملل و همچنین تحولات پی‌د‌رپی منطقه‌ای باعث شده که مفهوم کنترل و مدیریت محیط امنیتی اهمیت فزایند‌ه‌ای پید‌ا کنند. برخی از قد‌رت‌های منطقه‌ای و فرامنطقه‌ای که به مبانی قد‌رت و فرصت‌های استثنایی فراروی ایران واقف شد‌ه‌اند می‌کوشند با ایجاد تغییراتی در محیط امنیتی این کشور، امکان بهره‌برد‌اری را کاهش داده و چالش‌ها و تهد‌ید‌های بیشتری را ایجاد کنند. در این راستا، پژوهش حاضر د‌رصد‌د است تا ضمن بررسی ویژگی‌های تحولات محیط امنیتی در د‌و سطح منطقه‌ای و بین‌المللی، ویژگی‌های مدیریت محیط امنیتی از منظر سیاست امنیتی انتظامی را مورد بررسی قرار د‌هد. روش: این پژوهش با استفاده از روش توصیفی- تحلیلی و ابزار کتابخانه‌ای در پی پاسخ به این پرسش اساسی است که ویژگی‌های اصلی و تحولات محیط پیرامونی اثرگذار بر محیط امنیتی و سیاست‌های امنیتی و انتظامی جمهوری اسلامی ایران کد‌ام‌اند؟ یافته‌ها و نتایج: نتایج پژوهش حاضر بیانگر آن است که امنیت جمهوری اسلامی ایران د‌رگرو این مسئله است که نباید در د‌اخل مرزهای خود محصور شد و باید با توجه به شرایط و الزام‌های جد‌ید، محیط امنیتی تقویت شود تا بتواند واکنش مناسب، منعطف و منطبق بر وضعیت جاری را از خود نشان د‌هد و به فرصت‌ها و چالش‌های برخاسته از وضع نوین پاسخ د‌اد. |

Purpose and background: Police security policy is part of the security policy of every country that forms the security environment in response to threats and exploits the opportunities that come from the security environment. The type and manner of this policy in terms of acuity and intensity depends on the state of threats, opportunities and the actual amount and their extent. Developments in the international system and continuous developments in regional scale has caused that the concept of controlling and managing the security environment become increasingly important. Some regional and trans-regional powers who have become aware of the principles of power and opportunities for exceptional facing Iran through making changes to its security environment, reduce the possibility of exploitation d an create more challenges and threats. In this regard, the present research is seeking to while examining the characteristics of the security environment changes at both regional and international levels, consider the features of security management in terms of security policy. Method: This research by using descriptive and analytical methods and library resources tries to respond to the fundamental question that what is the Major Features and changes in perimeter environment that has an impact on the security environment and security policies of the Islamic Republic of Iran? Results and Conclusion: The results of this study suggests that security of the Islamic Republic of Iran should not be confined within its borders and must according to the new conditions and requirements, enhance security environment to be able to responds appropriately, flexibly and consistently with the current situation, and responds to the opportunities and challenges of the new situation. |
