نقش ارتباطات در مدیریت بحران‌های شهری با رویکرد انتظامی |

زمینه و هدف: برقراری نظم و امنیت درکشور از وظایف ذاتی و مأموریتی نیروی انتظامی جمهوری اسلامی ایران است که مدیریت توانمند و کارآمد انتظامی در شرایط بروز بحران به‌ویژه بحران‌های اجتماعی می‌تواند علاوه بر کنترل بحران، خسارات بحران بر جامعه انسانی- اجتماعی را تا حد زیادی به حداقل برساند. هدف این پژوهش، بررسی نقش ارتباطات در مدیریت بحران‌های شهری با رویکرد انتظامی است. روش: این پژوهش از نظر هدف، کاربردی و از نظر روش اجرا پیمایشی است. جامعه آماری پژوهش رؤسا، معاونان و افراد با تجربه و نخبگان صاحب نظر حوزه ستاد فرماندهی نیروی انتظامی بوده و حجم نمونه به‌صورت تمام شمار، کل جامعه آماری در نظر گرفته شد. ابزار مورد استفاده برای جمع‌آوری اطلاعات پرسشنامه محقق‌‌ساخته بود. روایی پژوهش را اساتید و صاحب‌نظران مدیریت بحران نیروی انتظامی تایید کرده و پایایی آن نیز با استفاده از آلفای کرونباخ (923/0) مورد تأیید قرار گرفت. یافته‌ها: ارتباط با رهبران بحران و اغتشاشگران و انتقال صحیح پیام‌های تهیه شده متناسب با آن‌ها می‌تواند ضمن ایجاد شکاف و تفرقه در بین اغتشاشگران و رهبران بحران، آن‌ها را به تسلیم شدن یا تعدیل خواسته‌های خود وادار کند. نتایج: نتایج پژوهش نشان داد که هر چهار بعد معرفی شده برای نقش ارتباطات در مدیریت بحران، که شامل برگزاری جلسات فرماندهی، توجیه عوامل صحنه و ارتباط با مردم و ارتباط با سازمان‌های غیررسمی بود، از نظر پاسخگویان به نتایج مثبت رسید و بر این اساس می‌توان گفت ارتباطات در تمام مراحل بحران عنصر جدایی‌ناپذیر مدیریت بحران و دارای نقش اساسی و کلیدی در کنترل بحران‌های سیاسی، امنیتی، اجتماعی، بلایای طبیعی، حوادث غیرمترقبه و...، دارد. |

Background and aims: Establishment of order and security in the country is one of the inherent duties and missions of the Islamic Republic of Iran's police force. Effective and efficient management of law enforcement in crisis situations, in particular social crises, can control and reduce damages and casualties. The purpose of this study was to investigate the role of communication in urban crisis management with a policing approach. Method: This research utilizes a survey method. The statistical population of the study is consisted of the police chiefs, deputies and experienced individuals and the elite of the headquarters of the police. The sample size is the total number of population. The tool used to collect data was a researcher-made questionnaire. The validity of the research was confirmed by the professors and experts of crisis management of the police force and its reliability was confirmed by using Cronbach's alpha (0.923). Findings: Communicating with crisis leaders and communicating with them, by breaking the gap between dissidents and crisis leaders, make them succumb to police or adjust their desires. Conclusion: The results of the research showed that all four dimensions for the role of communication in crisis management, which included holding command meetings, justifying the scene and communication with the public and communicating with informal organizations, led to positive results of participants and accordingly It can be said that communication at all stages of the crisis is an integral part of crisis management and has a key role in controlling political, security, social disasters, natural disasters, unforeseen incidents and so on. |
