زمینه و هدف: گسترش جرایم مواد مخدر و تغییر در الگوهای مصرف و نوع جرایم ارتکابی از سوی متهمان آن، مبارزه و پیشگیری از این موضوع را با مشکلات بسیاری مواجه کرده و نیاز است تا با ارایه یک الگوی جامع ارزیابی و انعطاف‌پذیر برای سرانگشتان نظام مبارزه و مقابله با مواد مخدر (کلانتری و پاسگاه‌ها)، مدیریت جرایم مرتبط را در دست گرفته و با نگاه به آینده، به سمت بهبود مستمر گام برداشت. بر همین اساس این پژوهش با هدف ارزیابی عملکرد و رتبه‌بندی شعب مبارزه با مواد مخدر انجام گرفته است. روش: پژوهش حاضر از لحاظ هدف از نوع پژوهش‌های کاربردی، از نظر روش، پژوهشی ترکیبی از نوع طرح‌های اکتشافی است. روش مطالعه دومرحله‌ای بوده که بخش اول انتخاب ابعاد و نشانگرها به روش کیفی و بخش دوم آن، روش کمّی و از نوع پیمایشی است. در بخش کیفی از دو روش اسنادی و پدیدارشناسی و در بخش کمی، از روش پیمایشی بهره‌گیری شده است. جامعه آماری این پژوهش شامل کلیه کارکنان مبارزه با مواد مخدر شاغل در شعب مبارزه با مواد مخدر کلانتری‌های شهرستان ارومیه، افسران مکنا و افسران مبارزه با مواد مخدر استان آذربایجان غربی و به تعداد 100 نفر بوده که تمامی نفرات به صورت تمام‌شمار به عنوان نمونه آماری انتخاب شدند. یافته‌ها: با توجه به جداول سطح‌بندی، ابعاد ورودی مؤثر بر ارزیابی عملکرد شعب مبارزه با مواد مخدر کلانتری‌ها، به ترتیب 1- توسعه آموزش‌های همگانی از سوی کلانتری به مردم ساکن حوزه، 2- ارتقاء سطح آموزش‌های درون سازمانی در کلانتری، 3- بهبود امکانات و تجهیزات شعب کلانتری و 4- جلب همکاری نهادها و سازمان‌های مستقر در حوزه استحفاظی کلانتری ارایه شد. نتایج: می‌توان موفقیت اصلی شعب مبارزه با مواد مخدر کلانتری‌ها را در ارجحیت بخشیدن به بعد پیشگیرانه از اعتیاد خلاصه کرد. ارتقاء سطح آموزش‌های درون‌سازمانی کارکنان مبارزه با مواد مخدر کلانتری‌ها نیز موجب عملکرد بهتر در اقدامات سلبی و ایجابی مبارزه با مواد مخدر خواهد شد. |

Background and Objective: The spread of drug crimes and changes in patterns of consumption and the types of crimes committed by the defendants have challenged this issue with many problems and it is necessary to provide a comprehensive model of assessment and flexibility for their fingers. The Counter-Narcotics (Police and Checkpoint) system has taken over the management of related crimes and looked forward to a continuous improvement. Accordingly, this research was conducted with the aim of evaluating the performance and ranking of drug-related branches. Method: The purpose of this research is to use applied research method as a research method in combination with exploratory designs. The method of this study is a two-stage study. The first part of the selection of dimensions and markers is qualitative and the second part is a quantitative and survey method. In the qualitative part of the two methods of documentation and phenomenology and in the quantitative part, a survey method has been used. The statistical population of this research includes all anti-narcotic personnel employed in the narcotic drugs departments of Urmia, and anti-narcotics officers of the West Azerbaijan province, and 100 people, all of whom were totally selected as statistical sample. Results: According to the level tables, effective input dimensions on the evaluation of the performance of the anti-narcotic drugs departments of the clinics, respectively, were: 1- Development of general education from the police station to the inhabitants of the area, 2. Improving the level of in-organization training in Police Station, 3. Improvement of facilities and equipment of the Police station, and 4. Attracting the cooperation of institutions and organizations based in the police station. Conclusion: The key success of the Counter Narcotics Branches can be summed up in prioritizing the preventive dimension of addiction. Improving the level of in-house training of the anti-narcotics police officers will also lead to better performance in counter-narcotic and supportive measures. |
