عنوان فارسی تاثیر چالش‌های ماموریتی یگان حفاظت سازمان ملی زمین و مسکن در مبارزه با زمین‌خواری (مورد مطالعه: یگان حفاظت استان تهران)
چکیده فارسی مقاله زمینه و هدف:‌ پژوهش حاضر به دنبال شناسایی و تاثیر چالش‌های ماموریتی یگان حفاظت سازمان ملی زمین و مسکن استان تهران در مبارزه با زمین‌خواری است. برای شناسایی چالش‌ها و موانع ماموریتی پیش روی یگان حفاظت، در مبانی نظری پژوهش، به الگوهای نظری سیستم‌های اطلاعاتی، نظارت و کنترل امنیتی و همگانی بر زمین‌خواری، مبانی نظری اسلامی درخصوص انفال در آیات و روایات، قانون اساسی و مدل سه شاخگی برای آسیب‌شناسی و نظایر آن توجه شد. روش: روش پژوهش کمی از نوع پیمایشی است. این پژوهش از لحاظ هدف کاربردی و از نظر داده کمی است. ابزار جمع‌آوری داده‌ها، پرسشنامه محقق‌ساخته است. روایی پرسشنامه از نظر خبرگان و اساتید محترم مورد تایید قرار گرفت و مقدار آلفای کرونباخ پرسشنامه 86/0 به‌دست آمد که بیانگر آن بود که ابزار تحقیق از پایایی مناسبی برخوردار است. یافته‌ها: نتایج آزمون دو جمله‌ای با توجه به سطح خطای زیر 1 درصد و با اطمینان 99 درصد نشان می‌دهد که اثر چالش‌های ماموریتی یگان حفاظت اداره کل راه و شهرسازی استان تهران در مبارزه با زمین‌خواری معنادار بوده که اثر این چالش‌های ماموریتی بیش از نسبت فرض شده، زیاد است. نتایج: چالش‌های ماموریتی یگان حفاظت به ترتیب زیر در مبارزه با زمین‌خواری تاثیر دارند: نبود قوانین متناسب، تثبیت نشدن اراضی دولتی و دریافت اسناد هویتی آن از طرف متولیان، تعامل نامناسب سازمان‌ها با یگان حفاظت، نبود بانک اطلاعاتی، نبود سامانه یکپارچه و جامع اطلاعات ثبت اسناد و املاک کشور و اجرانشدن احکام قضایی معوق از طرف سازمان ملی زمین و مسکن

عنوان انگلیسی The Impact of Mission Challenges on the Security Unit of the National Land and Housing Organization in Combating against land Speculation (Case Study: Security Unit of Tehran Province)
چکیده انگلیسی مقاله Background and Objective: The present study is aimed at identifying and impacting the mission challenges of the National Land and Housing Organization of Tehran Province in combating land misuse. In order to identify the challenges and obstacles faced by the protection unit, in the theoretical foundations of the research, theoretical models of information systems, monitoring and control of security and general knowledge on earth sciences, Islamic theoretical foundations regarding Anfal in the verses and narrations, the constitution and the three-branch model for pathology. Method: The research method is quantitative. This research is practical and quantitative in terms of its purpose. The data gathering tool was a researcher-made questionnaire. Validity of the questionnaire was confirmed by the experts and professors. The Cronbach's alpha value of the questionnaire was 0.86 which indicates that the research tool has a good reliability. Results: The results of the binomial test with respect to the level of error below 1% and with 99% confidence indicate that the missionary challenges of the Department of Roads and Urban Planning of the Tehran Provincial Conservation Force in fighting land cultivation are meaningful that the effect of these mission challenges exceeds the hypothesized ratio. Conclusion: The mission challenges of the security unit are affected by the following in the fight against land misuse: the lack of appropriate legislation, the lack of land state stabilization and the receipt of identity documents by custodians, the inadequate engagement of organizations with the protection unit, the lack of a database, the lack of an integrated and comprehensive information system Registration of documents and real estate of the country and the issuance of suspended sentences by the National Land and Housing Organization
