عنوان فارسی بررسی نقش نهادهای نظارتی در امنیت داخلی
چکیده فارسی مقاله پیشرفت و تکامل جوامع بشری و بروز و ظهور استعدادها و شکوفایی اندیشه‌ها، همواره مدیون امنیت و آرامش در جامعه بوده و بدون در نظر گرفتن امنیت، انسان برای رسیدن به هدف‌های والای خود با چالش‌های اساسی مواجه خواهد شد. امنیت از جمله مسائلی است که در طول زمان همزاد جوامع انسانی کوچک و بزرگ بوده و جست‌و‌جو و دستیابی به آن، از مهم‌ترین انگیزه‌های انسانی به‌شمار رفته است. بنابراین، از قبایل کوچک اولیه گرفته تا دولت‌های بزرگ در طول تاریخ با مفهوم امنیت بیگانه نبوده‌اند. جوامع امروزی بعد از تأمین مایحتاج عمومی، نیاز به برقراری امنیت و احساس امنیت دارند، که این مهم با تضمین و تأمین امنیت داخلی میسور خواهد شد. بنابراین، نهادهای تأمین‌کننده امنیت داخلی، به‌تنهایی و به‌دور از هرگونه نظارت و همچنین بدون هرگونه اهرم بازدارنده، شاید قادر به برقراری امنیت داخلی باشند، اما هرگز حرکت خود را در جهت ناصحیح احساس نمی‌کنند و در اینجا است که نقش دستگاه‌های نظارتی در جهت کمک به برقراری امنیت داخلی ملموس‌تر شده و خود را بروز و ظهور می‌دهند. دستگاه‌های نظارتی در حقیقت نبض سازمان‌های تأمین‌کننده امنیت بوده و به‌عنوان فرآیندی مهم و حیاتی ضامن بقا و تداوم نهاد امنیت‌ساز تلقی می‌شوند. عدم وجود نهادهای نظارتی مبتنی بر ارزش‌های حاکم بر یک جامعه، زیان‌های جبران‌ناپذیری را به-دنبال خواهد داشت. پس می‌توان نتیجه گرفت که سالم بودن و پاک عمل کردن نهادهای نظارتی از هرگونه تهدیدها و آسیب‌های پیشِ‌رو، منجر به تضمین سلامت جامعه و برقراری امنیت داخلی خواهد شد. این مقاله از نظر هدف؛ کاربردی بوده و به روش اسنادی و کتابخانه‌ای انجام شده که ضمن تبیین اهمیت امنیت داخلی و عوامل تأثیرگذار بر آن، به معرفی نهادهای نظارتی در کشور پرداخته و کارکردهای مثبت و منفی این نهادها و ضرورت وجود آنها را تشریح خواهیم کرد. نتایج به‌دست آمده حاکی از اهمیت وجود نهادهای نظارتی و ضرورت عملکرد مناسب آنها در تأمین امنیت داخلی بوده و پیشنهاد شده تا ضمن تلاش برای سالم‌سازی و پاک بودن این نهادها، اقدام لازم برای تقویت آنها صورت پذیرد.

چکیده انگلیسی مقاله Development and evolution of human societies and emergence and outbreak of talents and blossoming of thoughts, has always been in debt of security and peace in society and ignoring security, individual will face basically challenges on the way of reaching his high goals. Security is one of the issues that have always been an integral part of small and big human societies and looking for and reaching that has been one of the most important human motives. Therefore, from the small primitive tribes to big governments through history were not unfamiliar with the sense of security. Today societies, after provision of public needs, need to hold security and feel that, which it will become possible through guaranteeing and providing security. Hence, the providing foundations of internal security, lonely and far from any kind of supervision and also without any kind of preventive lever, may be able to hold internal security, but they never feel their movement in the indirect direction and in here the role of supervisory systems in the direction of helping in holding security becomes more tangible and apparent. The supervisory systems are in fact as the pulse of organizations providing security and as a vital and important process, it is considered as a guarantee for survival and continuance of security institution. Absence of supervisory institutions based on dominant values on a society, would be followed by irreparable losses. So we can conclude that if the supervisory institutions be safe and exemplary and act far from any kind of threats and progressive harms, results in a guarantee for society safety and holding of internal security. The goal of this text is applied, and it was done through documentary and library method that while explicating the importance of internal security and the effective factors on that, introduces the supervisory institutions in the country and explains the negative and positive functions of these foundations and the necessity of their existence. The gained results states the importance of the existence of supervisory foundations and the necessity of their proper function in providing internal security and it was suggested that while trying to make these foundations exemplary and clean, the necessary affairs be taken to strengthen them.
