بررسی نقش ناجا در توسعه امنیت نرم جمهوری اسلامی ایران |

در دنیای امروز، حاکمیت‌ها و دولت‌های جهان به‌خوبی دریافته‌اند که پدیده‌های جنگ، نزاع، خون‌ریزی و جنبه‌های سخت‌افزارانه، نمی‌تواند تنها راه حل برای رسیدن به خواسته‌ها و هدف‌‌های‌شان باشد. ازاین‌رو برای دستیابی به مقاصد و هدف‌‌های خود، بایستی به‌گونه‌ای عمل نمایند که ضمن حفظ محبوبیت و وجاهت خویش در سطح جامعه، بتوانند بدون دخالت فیزیکی و کمترین هزینه، به بالاترین و بیشترین بهره دست‌یابند. نیروی انتظامی ج.ا.ا نیز به‌عنوان یکی از تکیه‌گاه‌های اصلی نظام، که براساس رسالت و وظایف تعیین‌شده در قانون، مسئول و مأمور برقراری نظم و انضباط اجتماعی و ایجاد امنیت در جامعه می‌باشد، چگونه می‌تواند در تأمین امنیت و توسعه امنیت نرم ج.ا.ا گامی مؤثر بردارد. هدف اصلی این تحقیق بررسی نقش ناجا در توسعه امنیت نرم جمهوری اسلامی ایران می‌باشد. این امر تحقق نمی‌یابد مگر اینکه ما ابتدا به شناسایی امنیت نرم بپردازیم و سپس با نگرش به آن‌ها، سعی در شناخت مأموریت‌های اثربخش ناجا در ایجاد و توسعه امنیت نرم نماییم. بنابراین در ابتدا برخی از تعاریف، مفاهیم و اصطلاح‌ها از دیدگاه اندیشمندان و صاحب‌نظران مربوط مطرح گردید. در ادامه، نقش ناجا در توسعه امنیت نرم و چگونگی رابطه بین امنیت و توسعه مطرح شد. دستیابی به توسعه، بدون برخورداری از امنیت، ناممکن بوده و توسعه نیز در برقراری امنیت نقش بسزایی داشته و این دو موضوع، مکمل هم هستند. ناجا می‌تواند در اکثر حوزه‌های مأموریتی خود مانند پلیس‌های تخصصی و برخی معاونت‌ها در سطوح مختلف استانی، ملی و منطقه‌ای، در توسعه امنیت نرم نقش خود را ایفا نماید. هریک از بخش‌ها باتوجه به نوع وظیفه و مأموریتی که بر عهده دارد، از میزان اثربخشی و گستردگی جغرافیایی متفاوتی برخوردار است؛ که خود این موضوع، رفتارهای متناسب با هر مأموریت را در توسعه امنیت نرم اقتضا می‌کند. نتیجه نهایی در نگاه معطوف به امنیت نرم در پنج وضعیت بیان شد؛ به‌طوری که ناجا می‌تواند با استفاده از مشروعیت و مقبولیت، به‌عنوان مهم‌ترین ارکان قدرت نرم، و ایجاد یک تعامل مطلوب با کمک سرمایه اجتماعی (مردم)، در توسعه امنیت نرم تلاش نماید. |

In the world of to day, the government and authorities of the world have very well understood that phenomenon such as war, combat, bloodshed and hardware dimensions could not be the sole solution to reach to their goals and needs. Therefore, to reach to their aims and goals, they should act in a way that while preserving their popularity and image throughout the society, they could gain the highest and the most amount of benefit without physical interference and with least cost. The police of I.R. of Iran as one of the main support of system, that according to the assigned mission and responsibilities in the law, is responsible and agent to hold social order and peace and to create security in the society, how could take effective step in providing security and extending soft security in I.R.I ? The main goal of this research is to study the role of NAJA in developing the soft security of Islamic Republic of Iran. This main would not be achieved, unless we first identify soft security and then having them in frame of mind try to understand NAJA's effective missions for creating and developing soft security. Therefore, we first stated some of explanations, concepts and terms from the intellectual's and knowledgeable' viewpoint. In follow, we debated the role of NAJA in developing soft security and the how of relation between security and development. Access to development, without benefiting from security, is impossible and development has also a considerable role in holding security and these two subjects are complement of each other. NAJA can in most of its mission fields like professional police and some of deputyships paly its role in developing soft security in different province, national and area level. Every section, according to the kind of responsibilities and mission has a different amount of effectiveness and geographic extension; which this subject by itself necessitates behaviors suitable with each mission in the development of soft security. The final conclusion was stated in a look inclined to soft security in five conditions; in a way that NAJA can try to develop soft security using legitimacy and acceptability as the most important columns of power and creating an ideal balance with the help of capital (people). |
