امنیت بنیادی‌ترین نیاز هر جامعه و مهم‌ترین عامل دوام زندگی اجتماعی است. تأمین امنیت از مهم‌ترین وظایف و کارویژه‌های نظام‌های سیاسی است که بدون آن، هیچ‌یک از برنامه‌ریزی‌ها و اقدامات حاکمیت مفید و مؤثر یا دستکم پایدار نخواهد ماند. در ذات مفهوم امنیت، عنصر پایداری وجود دارد، زیرا تأمین امنیت در شکل صحیح و واقعی خود در گرو تداوم و مانایی آن در طول زمان است. ضرورت طراحی نظام و سیستم امنیتی اسلامی در قالب منظومه‌های شفاف و کارآمد و مؤثر و اثربخش که مولد امنیت پایدار و اطمینا‌ن‌بخشی برای کشور و مردم باشد، از اهمیت بسیار مهمی برخوردار است و طبعاً چنین الگو و مدلی متناسب با ظروف زمانی (مقتضیات زمان) و ظروف مکانی (جامعه ایرانی) و توجه جدی به محیط پیرامونی قابل تحقق خواهد بود. رویکرد امنیت پایدار، نوعی زمامداری همه‌جانبه، دیرپا و گسترده به‌شمار می‌آید که ریشه‌های امنیت و ناامنی را در عمیق‌ترین لایه‌های حیات جمعی جوامع جست‌وجو می‌کند و در پی آن است تا با تنظیم و تنسیق نهادینه روابط (ملت‌ملت) و (ملت‌حکومت) سازوکارهایی واقعی و کارآمد در بنیادی‌ترین سطوح اجتماعی و تضمین حداکثر امنیت براساس یک الگوی آینده‌نگرانه بپردازد. بر همین اساس، در این پژوهش ارتباط مفهوم تعادل اجتماعی و امنیت ملی پایدار در جمهوری اسلامی ایران بررسی شده است. محقق به روش توصیفی‌تحلیلی در پاسخ به این سؤال که امنیت پایدار برای جمهوری اسلامی ایران چگونه خواهد بود؟ این نتیجه حاصل شد که پایدار‌بودن امنیت باعث باورمندی جامعه، تقویت اراده، افزایش همگرایی، بالارفتن روحیه مقاومت و تقویت آرمان‌های یک ملت می‌گردد و الگوی امنیت پایداری که با مقتضیات فرهنگی، دینی و هویتی شکل گرفته باشد و زمینه‌ساز دستیابی به همه ارزش‌ها و آرمان‌های دینی و هدف‌‌های ملی و انقلابی باشد را الگوی تعادل‌محور می‌داند، که گزاره‌های اصلی آن از مکتب امنیتی اسلام به‌عنوان ایدئولوژی در جمهوری اسلامی گرفته شده است که ایمان به توحید در کانون این الگو قرار دارد و تربیت دینی راهبرد اصلی آن می‌باشد. |

Security is the most basic need of every society and the most important factor of the stability of social life. Providing the security is from the most important jobs and responsibilities of political systems which without it, none of the government's schedules or actions will be useful or effective or at least permanent. A permanent factor exists in the essence of the concept of security, because providing security in its correct and real form is depended in its endurance and continuance throughout time. The necessity of designing Islamic security system in the framework of clear, effective, functional and capable systems that is generator of permanent security and an assurance for the country and people is of critical importance and of course such model and design is achievable fitted with time frame (time necessities) and place frame (Iranian society) and critical attention to circumference and environment. The approach of permanent security is considered as a comprehensive, enduring and extensive authority that searches the roots of security and insecurity in the deepest layers of collective life of societies and is going to guarantee the upmost security according to a forward-looking model through institutional regulation and arrangement of relations (nation-nation) and (nation-government) and real and effective mechanism in the most fundamental social layers. According to this, in present study we assessed the relation of the concept of social balance and permanent national security in Islamic Republic of Iran. The researcher through the descriptive analysis method in answering the question of how is the permanent security for Islamic Republic of Iran reached to this result that the permanence of security causes confidence in society, strength of will, increase of convergence, increase of the esprit of perseverance and strength of a nation's aims and know the permanent security model. That is made by cultural, religious and identity demands and is the underground for achievement to all the religious values and aims and national and revolutionary goals as the balance-led model, that its main statements is driven from the Islam's security school as the ideology in Islamic Republic which the belief to monotheism is in the center of this model and its main strategy is the religious training. |
