تبیین مدیریت مشارکتی در سازمان‌های امنیتی با تأکید بر تدابیر مقام معظم رهبری (مدظله‌العالی) |

ظهور مفاهیم جدید امنیتی و اطلاعاتی و سرعت تغییرها که تابعی از رشد فناوری اطلاعاتی است، نحوه فعالیت این سازمان‌ها را با پیچیدگی مواجه نموده است. در این عصر، مدیران سازمان‌های امنیتی نه‌تنها باید با محیط کار خود آشنا باشند و پیچیدگی‌ها و ظرافت‌های آن را بشناسند، بلکه باید با اشراف به اصول مدیریت و قابلیت کامل در استفاده از ابزارها و فنون مدیریتی مورد نیاز، سازمان خود را اداره نمایند. فراهم آوردن مشارکت واقعی و معنی‌دار همه کارکنان، وسیله‌ای کارآمد برای پاسخگویی به تحولات سریع و توقعات رو به فزونی تشکیلات امنیتی است. پژوهش حاضر با هدف مشارکت کارکنان در تصمیم‌گیری‌های سازمان‌های امنیتی صورت گرفته است. بر این اساس، مجموعه‌ای از بیانات مقام معظم رهبری در مجامع امنیتی طی سال‌های 1368 تا 1393 به‌عنوان جامعه آماری درنظر گرفته شده است. برای شناخت دیدگاه معظم‌له درخصوص مدیریت مشارکتی، نخست چارچوب مفهومی مربوط به «مدیریت مشارکتی» و نیز شاخص‌های آن شناسایی و معرفی شده است. مجموعه بیانات براساس شاخص‌ها دسته‌بندی گردیده و با روش تحلیل محتوا، جهت‌گیری‌ها و نقاط تأکید مربوط به مدیریت مشارکتی واکاوی شده و در قالب مدل ارائه گردیده‌اند. در نهایت نگاه مقام معظم رهبری به مدیریت مشارکتی، نگاهی موسع بوده که شاخص‌ها به وضوح نشان‌دهنده جایگاه و شأن مدیریت مشارکتی در اندیشه معظم‌له است. |

Explaining the Collaborative Management in the Security Agencies with Emphasis on the Supreme Leader's Measures |

The emergence of new concepts of security and intelligence and speed of change that is a function of the growth of information technology, have encountered the activities of these organizations with complexity. In this era, security managers must not only be familiar with their work environment and recognize its complexity and elegance, but also manage their organization by considering the principles of management and the ability to use the tools and management techniques required. Providing the real and meaningful participation of all employees is an efficient means to meet the growing expectations of rapid change and security apparatus. This study is conducted aiming at investigating the employees' participation in decisions taken by security organizations. Accordingly, the Supreme Leader's set of security meetings' speeches in1989 to 2014 was taken as the statistical population of the study. For understanding the Supreme Leader's views on the collaborative management, first the conceptual framework of "collaborative management" and also its criteria have been recognized and introduced. The sets of speeches were categorized based on the criteria. Using content analysis, the orientations and points of emphasis on participatory management were analyzed and presented as a model. Finally, the supreme leader has a comprehensive view on collaborative management, and the criteria clearly indicate the status of collaborative management in his ideas. |
