بهره‌گیری از ظرفیت‌های آموزشی بین‌المللی برای تولید امنیت و هم‌گرایی منطقه‌ای مطالعه‌ی موردی سازمان «اینترپا» |

به‌نظرمی رسد با روند رو به‌افزایش وابستگی های متقابل و تاثیرگذاری پدیده ها بر روی یک‌دیگر، حل بسیاری از مشکلات و معضلات امنیتی در گرو همکاری های متقابل و سازمان‌یافته‌ی فراملی قرارگرفته‌باشد. در این‌میان بسیاری از صاحب نظران هم‌گرایی معتقداند با همکاری در زمینه های کاربردی می توان روند هم‌گرایی در یک‌نهاد بین المللی را سرعت بخشد. در این‌مقاله، با روی‌کردی تحلیلی- توصیفی ابتدا به‌نقش هم‌گرایی منطقه‌ای و همکاری‌های فراملی در مواجهه با مشکلات امنیتی پرداخته می‌شود و سپس با شرحی مختصر از تاریخچه‌ی همکاری‌های آموزشی پلیسی، روند تشکیل سازمان بین‌المللی «اینترپا» ، وظایف و کارکردهای آن، و با استفاده از نظریات «کارکردگرایی و نوکارکردگرایی» نقش این‌سازمان را در افزایش کارکردهای آموزشی در مراکز علمی- پلیسی جمهوری اسلامی ایران، و در نهایت تولید امنیت تبیین می‌شود. نویسندگان مقاله بر این‌باوراند که همکاری در زمینه های آموزشی چون تشریک مساعی برای انتقال تجربیات مدیریتی، بازدیدهای آموزشی، مبادله‌ی استاد و دانشجو، استفاده از یافته های پژوهشی، انجام طرح های پژوهشی مشترک، برگزاری سمینارها، همایش‌های علمی- کاربردی و... ضمن ایجاد فهم مشترک از تهدید راهی میانه برای هم‌گرایی پلیسی در منطقه و سپس محیط بین‌المللی محسوب‌می‌شود. هدف، پاسخ‌گویی به‌این‌دوسوال اساسی است که «آیا همکاری های آموزشی- فنی باعث افزایش همکاری‌های منطقه ای در سایر زمینه های پلیسی و در نهایت مبارزه با جرم می شود؟» پیوستن ج.ا.ایران به‌این سازمان بین المللی، چه‌دستاوردهایی برای نیروی انتظامی جمهوری اسلامی ایران خواهدداشت؟» |

Exploiting the international educational competencies to provide security regional convergence The case study of Interpa organization |

It seems that based on the progressive trend of mutual dependence and mutual impact of phenomena, resolving many security problems and complexities depend on the mutual and transnational organized cooperation. Regarding this issue, many convergence authorities believe that it is possible to accelerate the convergence trend in an international institution. In this article aims to discuss the role of a regional convergence and transnational cooperation to deal with security problems with an analytical-descriptive approach and explain the role of this organization to enhance the educational efficiency of the science and police centers of Islamic republic of Iran and provide the security through a brief account of the history of instructional detective cooperation, the process of establishing Interpa International Organization, its duties and functions using the theories “functionalism and new functionalism”. The authors of this article believe that working together on such fields as cooperation for transferring management experiences, educational surveys, teacher and student exchange, using research findings, doing common research projects, holding seminars, scientificpractical meetings, etc., establishes a common understanding about threat that is a middle way for regional detective convergence in international atmosphere. Goal: answer to these two basic questions: 1. Do educational-technical cooperation increase regional cooperation on the other detective fields and fighting crime? 2. What results does Iran’s joining this international organization the police force of Islamic republic of Iran? |
