تبیین الزامات راهبردی پلیس در عصر جهانی شدن |

شناخت روندهای جهانی، برای سازمان‌های خدماتی همانند سازمان پلیس، از منظر ارتقاء کارایی و اثربخشی حائز اهمیت است چرا که نیروی انتظامی باید شناخت مناسبی از محیط و تغییرات آن داشته باشد تا از غافلگیر شدن خود جلوگیری نموده و قادر باشد وظایف خود را در تحقق انضباط اجتماعی به خوبی به انجام برساند. یکی از راهکارهای این کار تنظیم برنامه‌های پنج یا ده ساله است که نهادها بر اساس پیش‌بینی آینده بر طبق روندهای تاثیرگذار بر اجتماع و تاثیرات آن بر محیط داخل و خارج سازمان، طرح و برنامه‌های خود را برای پنج یا ده سال آینده تنظیم می‌کنند. در این مقاله با روش تحلیل روند (به عنوان یکی از روش‌های آینده‌پژوهی) و با مطالعه اسنادی و کتابخانه‌ای و به شیوه توصیفی به دنبال طرح الزامات راهبردی پلیس در عصر جهانی شدن هستیم. قابل ذکر است که در دسته‌بندی روندها در این مقاله از روشSTEP استفاده شده است. در پایان الزامات راهبردی پلیس احصاء شدند که عبارتند از: توجه به فناوری در قالب رویکرد پلیس هوشمند؛ الزام تعاملات بین‌المللی و انجام ماموریت فرامرزی در قالب امنیت مشترک؛ الزام توجه به مشارکت مردم در ماموریت‌های پلیسی و طرح نظم ارگانیک و در نهایت لزوم توجه به کیفیت و نحوه ارائه خدمات و طرح مبحث عدالت انتظامی. |

wing world trends for service providing organizations such as police organization is very important from efficacy and efficiency point of view because disciplinary forces should have an appropriate understanding about environment and its changes in order not to be surprised and be able to carry out its duties to maintain social order. one mechanism is a 10 or 5 year plan by which different organizations based on forecasting futures according to effective trends on social and its effects on internal and external environment of organization to formulate their plans for next five or ten years. In this article by using trend analysis (as one of the methods of future studies) and by library and documental research using descriptive method the question of Police strategic necessity in globalization age is suggested. it is noticeable that in categorization of trends in this article the method of STEP is used. Finally the Police strategic necessity are considered as follow: attention to technology in form of intelligence police approach, necessity of international interaction, accomplishment of beyond borders missions in form of joint security plan, attention to people participation in police missions and organic order plan and finally attention to quality and method of providing service and the question of disciplinary justice. |
