سناریوهای مختلفی می‌توان دربارۀ آیندۀ روندهای مقابله با تروریسم در خاورمیانه و عرصۀ بینالمللی ترسیم کرد. هر سناریو، بیانگر وضعیتهای محتملی از آینده است و دولت‌ها و جامعه بینالمللی را برای رویارویی با دگرگونی‌‌های آینده تروریسم در خاورمیانه و سطح بین‌الملل آماده می‌کند. طیف گسترده‌ای از کنشگران منطقه‌ای و فرامنطقه‌ای با اهداف و منافع متنوع امنیتی، سیاسی و اقتصادی، انواع مختلفی از عدم‌قطعیت‌ها را پیش‌رویِ آینده این بحران قرار داده و با استفاده از نیروهای پیشران تغییردهنده، تلاش می‌کنند تا آینده‌های موردنظر خود را محقق سازند. مسئله اصلی این پژوهش به این پرسش بر می‌گردد که با توجه به تدوام بحران‌های تروریستی، چه آیندۀ محتمل و مطلوبی می‌توان برای روندهای مقابله با تروریسم در خاورمیانه و عرصۀ بینالمللی ترسیم کرد؟ به نظر می‌رسد که سناریوی تقویت همبستگی و انسجام "جامعه بینالمللی" در مبارزه با تروریسم با ویژگی‌هایی چون رهبری جدی‌تر سازمان ملل متحد؛ تعهد به رعایت حقوق بشر در مبارزه با تروریسم؛ شکل‌گیری راهبرد عملیاتی منسجم؛ پذیرش صلاحیت دیوان کیفری بینالمللی برای مجازات عاملان اقدامات تروریستی و تقویت برابری و عدالت اقتصادی، محتملترین و مطلوبترین چشم‌اندازه از روندهای مقابله با تروریسم در عرصۀ بین المللی در دهه‌های آتی باشد. پس محتملترین و مطلوبترین سناریو از آیندۀ روندهای مقابله با تروریسم حاکی از آن است که جامعه بینالمللی در دهه‌های آینده به دنبال کنترل بیشتر بر بحران تروریسم است. |

Various scenarios can be drawn about the future of counter-terrorism trends in the Middle East and the international arena. Each scenario represents the prospects of the future, and prepares governments and the international community to confront the future transformations of terrorism in the Middle East and the international arena. A wide range of regional and transregional activists with diverse security, political, and economic interests and interests, diverse types of failures, will advance the future of the crisis and, using the changing forces, will try to meet their future prospects. The main issue of this research is that, given the persistence of the terrorist crises, what is the likely future for the counter-terrorism trends in the Middle East and the international arena? The scenario of strengthening the solidarity of the "international community" in combating terrorism with the features of the United Nations more serious leadership appears to be a commitment to respect for human rights in the fight against terrorism, the establishment of a coherent operational strategy, the adoption of the International Criminal Tribunal's jurisdiction to punish perpetrators of acts Terrorism and the promotion of equality and economic justice are the most likely and desirable view of the anti-terrorism trends in the international arena in the coming decades. So the most likely and most desirable scenario of the future of counter-terrorism trends is that the international community will seek more control over the crisis of terrorism in the decades to come. |
