در این تحقیق با روش توصیفی- تحلیلی برای نیل به اهداف دفاعی درصدد بررسی بستر تهدیدات مرزی و کارکردهای مرزی جمهوری اسلامی ایران با همسایگانش هستیم. یکی از دغدغه های اصلی هر کشوری ایجاد امنیت مرزی است. شناخت این مسئله با توجه به تحولات صورت گرفته در جهان می تواند زمینه تعاملات مناسب و قاعده مند و به دور از کشمکش و درگیری در بین انسانها و کشورها را سبب گردد. بر اساس یافته های تحقیق همسایگی با پانزده کشور، طولانی بودن مرزها و تنوع در نحوه تعامل با هر یک از کشورها، از گذشته تا حالا باعث گردیده موضوع مرزها عمده نگرانی ایران در تصمیم گیری های سیاسی به حساب آید. برای تدوین استراتژی و اتخاذ سیاستهای راهبردی و کاربردی جهت مقابله با تهدیدهای مرزی اولین گام شناخت منابع تهدید می باشد. منشأ و منابع تهدید مرزها می تواند متعدد و متنوع باشد. می توان به مواردی از قبیل طولانی بودن مرزها، تعدد همسایگان، مرزهای تحمیلی و تداخل قومی-فرهنگی با کشورهای همجوار، بی ثباتی کشورهای همجوار، علایق و استراتژیهای قدرتها نسبت به منطقه، جهانی شدن و تحول در کارکرد مرزها و... به عنوان مهمترین بسترهای تهدیدات مرزی اشاره کرد. شناسایی این بسترهای تهدید می تواند در راستای تدوین استراتژیهای دفاعی مناسب مورد استفاده قرار بگیرد. در این راستا در این تحقیق به بررسی مدلهای تأمین امنیت مرزی به منظور تأمین پدافند ملی پرداخته شده است. |

In this article, for achieving the defensive goals we are trying to investigate the border hazards’ bases and border performances of Islamic Republic of Iran with its neighbors using descriptive – analytic method. Providing border security is one of the main challenges of every country. Identifying this matter with regard to the changes that occurred in the world would be helpful for appropriate and rule-based communications and free from any conflicts among the people and countries. According to the findings of this study, being neighbor with fifteen countries, having long borders, and having various communications with each country so far have made the borders issue to be the main concern of Iran in political decisions. In order to compile a strategy and to make implicational and strategic policies for tackling with border hazards the first step is to identify the origins of hazards. The resources and origins of the border hazards can be of various types. Among them are: long distance borders, number of the neighbors, imposed borders, the ethnic-cultural interferences with neighboring countries, instability of neighboring countries, the interests and strategies of powers to the region, globalization, and changes in borders’ performance, etc. that can be considered as the main bases of border hazards. Identifying these bases of hazards can be employed in compiling appropriate defensive strategies. In this regard, in this article, border security models for providing the national defense have been investigated. |
