بررسی چالش‌های فصلی اجرای طرح ترافیک در منطقه ۱۲ شهر تهران با کمک مدل دلفی |

حمل‌ونقل و ترافیک یکی از مهم‌ترین مشکلات شهرهای بزرگ و به‌خصوص شهرهای کشورهای درحال‌توسعه مانند ایران است. ایجاد محدودۀ ترافیکی، یکی از سیاست‌ها و روش‌هایی است که برخی از شهرهای بزرگ به‌منظور کاهش ترافیک در محدودۀ مرکزی به کار گرفته‌اند. این پژوهش به بررسی چالش‌های فصلی طرح ترافیک در منطقه 12 کلان‌شهر تهران پرداخته است. روش پژوهش با توجه به ماهیت موضوع و مؤلفه‌های موردبررسی، توصیفی- تحلیلی و پرسشنامه‌ای بوده است. در این پژوهش برای برآورد حجم نمونه از روش کوکران استفاده شده است؛ حجم نمونۀ آماری مردم منطقه 12 تهران با استفاده از فرمول کوکران 286 نفر برآورد شد. همچنین در تنظیم پرسشنامه از مدل دلفی استفاده شده است؛ بدین ترتیب که ابتدا با توجه به طرح ترافیک منطقه، پارامترهایی در نظر گرفته شد؛ سپس پرسشنامه در اختیار 7 نفر از کارشناسان خبره در زمینۀ ترافیک و حمل‌ونقل قرار گرفت و نظر مخالف یا موافق ایشان دریافت شد. بر اساس نظر این کارشناسان پس از جمع‌بندی نتایج از پرسشنامه‌ها، 19 مؤلفه به‌عنوان عوامل اصلی طرح ترافیک انتخاب و موردِپرسش مردم قرار گرفتند. نتایج این پژوهش نشان داد که اجرای طرح ترافیک در منطقه، تابعی از شرایط آب‌وهوایی می‌باشد و همچنین رضایت شهروندان از اجرای طرح ترافیک با توجه به میزان دما در فصول از اهمیت بالایی برخوردار است؛ همچنین مهم‌ترین عنصر اقلیمی تأثیرگذار بر اجرای طرح ترافیک، عنصر باد است و میزان رضایتمندی مردم از اجرای طرح ترافیک در تابستان به خاطر گرمای هوا بیشتر است |

Transport and traffic is one of the most important problems of big cities, especially cities of developing countries like Iran. Making traffic area is one of the politics and methods used by some of big cities to decrease traffic in central area. The research refers to study seasonal challenges of traffic plan in district 12 of Tehran metropolis. According to nature the subject and studied (case study) components, research methodology has been descriptive-analytic. Cochran formula is one of the most useful methods for surveying sample measure. By using Cochran formula, statistical society of district 12 of Tehran residents estimated 286. Also, Delphi method used to set the questionnaire for recognizing factors of performing traffic plan in the district. Then, the questionnaire was given to 7 experts in the field of transport and traffic and their agreed or disagreed opinions were received. After collecting the results of the questionnaires, according to the experts` opinions, 19 parameters were chosen as the basic factors of traffic plan and considered in the research questionnaire. Results of the research show that performing traffic plan in the district depends on climate. nd also, according to temperature in seasons, residents’ satisfaction of performing traffic plan is very important. One of the results of the research is that the most important and influential climate element in performing traffic plan is the wind and because of heat, residents’ satisfaction of performing traffic plan in the summer is more than other seasons |
