عنوان فارسی تأثیر قیمت‌گذاری و بهبود حمل‌ونقل همگانی محدودۀ مرکزی شهر بر انتخاب وسیلۀ سفر در اصفهان
چکیده فارسی مقاله زمینه و هدف: افزایش رشد جمعیت و توسعه و تعریض خیابان‌ها و به‌دنبال آن، افزایش خودروها سبب شده که شلوغی، تراکم، آلودگی هوا و صدا نیز افزایش یابد و به یکی از مشکلات و معضلات اصلی کلان‌شهرها تبدیل شود. برخی از اهداف اصلی سیاست‌های مدیریتی حمل‌ونقل شامل کاهش تعداد خودروها، کاهش زمان سفر سیستم‌های همگانی، بهبود دسترسی به سیستم همگانی به‌عنوان سیاست جذبی، قیمت‌گذاری سوخت، قیمت‌گذاری پارکینگ و اخذ ورودی به مرکز شهر به‌عنوان سیاست دفعی می‌‌باشند. سیاست قیمت‌گذاری محدودۀ مرکزی شهر، یکی از این سیاست‌ها بوده و دانستن تأثیر آن بر کنترل ورود خودروها به محدوده، مسئلۀ مهمی است. لذا هدف این تحقیق، ارزیابی میزان کاهش استفاده از وسیلۀ نقلیۀ شخصی در اثر قیمت‌گذاری محدودۀ مرکزی شهر قبل و بعد از بهبود سیستم حمل‌ونقل همگانی است. روش: در این مطالعه ازآنجاکه امکان مشاهدۀ شرایط بهبود سیستم حمل‌ونقل همگانی وجود ندارد، از روش رجحان بیان‌شده استفاده‌ شده و اطلاعات از طریق مصاحبۀ حضوری با استفاده‌‌کنندگان وسایل نقلیۀ شخصی‌‌ گردآوری ‌شده است. با توجه به اینکه هدف سفر بیش از 50 درصد افراد شغلی و حدود 25 درصد خرید بوده است، برای تمامی سفرها، سفرهای شغلی و سفر خرید، تأثیر قیمت‌گذاری و بهبود سیستم حمل‌‌ونقل همگانی بررسی شد. مصاحبه‌شوندگان به سؤالاتی در رابطه با ویژگی‌‌‌های سفر، ویژگی‌های اقتصادی - اجتماعی و گزینۀ انتخابی خود در شرایط اعمال سیاست قیمت‌‌گذاری پاسخ دادند. یافته‌‌‌ها: با حمل‌‌ونقل همگانی موجود و قیمت‌گذاری 4000 و 8000 تومان به‌ترتیب در 68 و 89 درصد سفرها، مسافران وسیلۀ نقلیۀ شخصی خود را تغییر داده و در شرایط بهبود سیستم، مقادیر فوق به‌ترتیب 93 و 98 درصد به‌ دست ‌آمده است. پیشنهادها: در بهبود و گسترش سیستم‌‌های حمل‌ونقل عمومی اهتمام شود و از قیمت‌‌گذاری با هدف کاهش ورود خودروها و کسب درآمد برای توسعۀ بیشتر حمل‌ونقل عمومی استفاده شود.

چکیده انگلیسی مقاله The field and purpose: The increase in population growth and the expansion of the streets and, consequently, the rise of cars have increased the crowds, congestion, air pollution and also noise and become one of the major problems of metropolitan cities. Some of the main objectives of transportation management policies are included reducing vehicle numbers, reducing the travel time of public systems and improving access to the public system as absorption policy and fuel pricing, parking pricing and entering the city center as disposal policy. The pricing policy in the city’s central area (CBD) was one of these policies, and knowing its impact on controlling the entry of cars into the area is an important issue. So,The purpose of this research is to evaluate the reduction of the use of personal vehicles due to the pricing of the in the city’s central area (CBD) before and after the improvement of the public transportation system. Method: In this study, since there is no possibility to observe the conditions for improving the public transportation system, so has been used the preference method and the information has been collected through in-person interview with personal vehicle users. With notice that the purpose of the trip was job for more than 50 percent and about 25 percent for purchase, the impact of cordon pricing and improving the public transportation system was examined for all travels, business trips and shopping trips. Interviewees responded to questions about travel characteristics, socio-economic characteristics, and their choice options in terms of pricing policies for personal vehicles. Findings: The results show that with the existing public transportation and pricing of 40000 and 80000 rials , respectively , in 68 and 89 percent of trips, passengers have changed their personal vehicle and in terms of improving public transportation seystem are 93 and 98 percent respectively. Suggestions: in improving and expanding public transportation systems take care, and then, pricing is to be used with the goal of reducing the loging cars and making money for further development of public transport.
