عنوان فارسی چالش‌ها و راهکارهای نگهبان محله در پیشگیری از سرقت از نگاه مدیران پ‍‍لیس؛ یک مطالعه کیفی
چکیده فارسی مقاله زمینه و هدف: برطرف کردن چالشهای نگهبان‌ محله‌ در پیشگیری و کاهش‌ جرم‌ و موفقیت آنها در این امر، باعث ترغیب و تشویق شهروندان در تعامل و به کارگیری آنها در محله‌های بدون نگهبان خواهد شد. در این میان جرم سرقت به‌دلیل ایجاد حس ناامنی زیاد، از مهم‌ترین جرائمی است که کنترل آن در افزایش امنیت بسیار مؤثر خواهد بود. هدف اصلی تحقیق حاضر بررسی چالشها و راهکارهای نگهبان محله در پیشگیری از سرقت از دیدگاه خبرگان این حوزه در کلانتریها و شرکتهای خدمات حفاظتی و مراقبتی است. روش: پژوهش حاضر از نظر هدف،‌ کاربردی و از لحاظ روش، کیفی است. این تحقیق در نیمه اول سال 1394 انجام شده است. برای جمع‌آوری داده‌ها در بخش ادبیات، پیشینه، نظریه‌ها و فرضیه‌ها، از فیش‌برداری و برای دستیابی به چالشها و راهکارها از ابزار مصاحبه نیمه ‌باز استفاده شد. جامعه آماری تحقیق، شامل 39 نفر از رؤسای کلانتریها و مسئولان شرکتهای خدمات حفاظتی و مراقبتی تهران بزرگ هستند. برای تحلیل داده‌ها از نرم‌افزار مکس کیودی ای استفاده شد. یافته ها و نتایج: ضعف آموزش، دانش، مهارت و تجربه ناکافی، چالشهای مربوط به مؤسسه‌های انتظام، کمبود تجهیزات و امکانات تخصصی پیشگیری از سرقت و تعامل ناکافی با کلانتریها، به‌عنوان مهم‌ترین چالشهای نگهبانان محله در پیشگیری از جرم سرقت شناسایی شدند. نتیجه‌گیری: با توجه به چالشهای به‌دست آمده، ارتقاء سطح مهارت و دانش نگهبان محله ازطریق تقویت آموزش و ملزومات مربوط، اصلاح فرایندهای تخصصی در مؤسسه‌های انتظام، تجهیز نگهبان محله به امکانات تخصصی پیشگیری از سرقت و تدوین سازکار لازم برای افزایش تعامل کلانتریها و نگهبانان محله، به‌عنوان مهم‌ترین راهکارهای نگهبان محله در پیشگیری از جرم سرقت، ازجمله مهم‌ترین نتایج تحقیق حاضر است.

چکیده انگلیسی مقاله Background and objectives: Resolving the neighborhood Guardians' challenges in preventing and reducing crime and their success encourage and promote citizens in the engagement and employment of guardians in neighborhoods without guard. In this vein, due to creating a great sense of insecurity, robbery is one of the most serious crimes that its controlling will be very effective in increasing security. The main objective of this study is to investigate the neighborhood guardians' challenges and strategies in preventing robbery from the expert opinions in the field of police and security service companies. Methodology: In terms of its objectives, the present study is of an applied research type and in terms of methodology it is of a qualitative research. This study was conducted in the first half of 2015. The data in the literature, background, theoretical basis and hypotheses were gathered through note taking and to achieve challenges and solutions semi-open ended interviews were conducted. The statistical population of the study included 39 police chiefs and officials and security service companies in Tehran. MaxQDI software was used for data analysis. Findings and results: Lack of education, knowledge, skills and insufficient experience, the challenges related to disciplinary institutions, lack of equipment and specialized facilities for robbery prevention, and inadequate interaction with the police were identified as the most important neighborhood guardians' challenges in the prevention of robbery. According to the obtained challenges, improving the level of skills and knowledge of neighborhood guardians through strengthening education and necessary requirements, reforming specialized processes in disciplinary institutions, equipping the neighborhood guardians with specialized facilities for robbery prevention, and developing mechanisms to enhance the interaction of police departments and neighborhood wardens, as the most important strategies for neighborhood Guardian in the prevention of robbery are among the most important results of the research.
