عنوان فارسی شناسایی مولفه‌های فرهنگی تهدید نرم با رویکرد انتظامی
چکیده فارسی مقاله زمینه و هدف: ویژگی‌ پویا و متغیر بودن تهدید نرم و نفوذ نامحسوس آن بر افکار، موجب می‌شود چنین پدیده‌هایی با تاخیر، دریافت و باور شوند و اگر نوعی غفلت یا اراده‌ای برای استفاده‌های ابزاری از کنش‌گران و ابزار آن برای نیل به اهداف جناحی و سیاسی هم در داخل وجود داشته باشد، این پیچیدگی را مضاعف و شناخت برای مقابله با آن را مشکل‌تر می‌سازد. پلیس با شناخت دقیق مولفه‌های فرهنگی تهدید نرم می‌تواند از ابزارها و شیوه‌های مناسب‌تری برای پیشگیری یا مقابله با آن و در نتیجه کاهش اثر تهدید نرم بهره‌گیری کند. روش: این پژوهش، دارای دو مرحله است، مرحله اول به روش کیفی و از نوع تحلیل گفتمان است. به منظور مطالعه فضای گفتمانی موجود درباره‌ مولفه‌های فرهنگی تهدید نرم با رویکرد انتظامی از روش اسنادی استفاده شد. بنابراین هرگونه نوشته‌ درباره موضوع پژوهش، مانند مصاحبه‌های منتشره درباره تهدید نرم در خبرگزاری‌های داخلی، مقاله‌های علمی و خبری انتشاریافته در فضای مجازی و نشریه‌های رسمی کشور به عنوان منبع داده جمع‌آوری شد. در مرحله دوم برای تعیین اولویت مولفه‌ها و شاخص‌های تهدید نرم با رویکرد انتظامی، از پرسشنامه محقق ساخته استفاده شد. جامعه آماری این بخش شامل معاونان، مدیران کل و کارشناسان معاونت عملیات، پلیس اطلاعات و امنیت عمومی و معاونت اجتماعی نیروی انتظامی بودند و حجم نمونه با استفاده از فرمول کوکران تعیین شد. روایی پرسشنامه توسط آلفای کرونباخ 831/0 به‌دست آمد. یافته‌ها: از جمله یافته‌های پژوهش، شناسایی و اولو‌یت‌بندی مؤلفه‌های فرهنگی تهدید نرم با دیدگاه انتظامی شامل مشروعیت، مشارکت ملی، هویت‌سازی، ارزش‌های اساسی، هنجارهای عمومی، الگوهای مرجع، عدالت اجتماعی، الگوهای تقاضا، تولید اطلاعات و... است. نتایج: کاهش حضور مردم در حوزه‌های تصمیم‌گیری، کاهش اعتماد عمومی، بروز بحران سیاسی، شکاف و بروز اختلال در عوامل یکپارچه‌ساز اجتماعی و روابط برخاسته از آن، هنجارشکنی و بی‌توجهی به هنجارهای عمومی از جمله مهم‌ترین تهدیدهای نرم بعد فرهنگی هستند که از دیدگاه انتظامی، گسترش آنها موجب کاهش نظم و امنیت خواهد شد.

Method: This research has two stages, the first stage is qualitative and it is a type of discourse analysis. The documentary method was used to study the discursive space on the cultural components of soft threats with a policymaking approach. Therefore, any papers on the subject of research, such as interviews on soft threats in domestic news agencies, were published in the cyberspace and official publications of the country as a source of data. In the second stage, a researcher-made questionnaire was used to determine the priority of soft-law components and indicators. The statistical population of this section included deputies, general directors and operational assistants, public security police and police officers, and sample size was determined using the Cochran formula. The validity of the questionnaire was 0.831 by Cronbach's alpha. Findings: Among the findings of the research, the identification and prioritization of the cultural components of soft threats with the law enforcement perspective include legitimacy, national participation, identity, fundamental values, general norms, reference patterns, social justice, demand patterns, information production, and so on. Results: Reducing people's presence in decision-making areas, decreasing public confidence, the emergence of a political crisis, the gap and disruption of the factors of social integration and its relations with it, norms and disregard for public norms are among the most important soft threats of cultural dimension that from the viewpoint of law enforcement, Their expansion will reduce order and security.
