عنوان فارسی بررسی جایگاه معتمدان طایفه ای، در مدیریت محلی (با تأکید بر نزاع های جمعی)
چکیده فارسی مقاله زمینه و هدف: امروزه امنیت پایدار، محوری‌ترین رکن زندگی و پیشرفت در هر منطقه است. جنوب کرمان یکی از حوضه‌ های جغرافیایی ایران است که از جنبه‌ های متفاوتی در معرض ناامنی قرار دارد. در دهه‌های گذشته تغییراتی در شکل و نوع درگیری و ناامنی و بالطبع مدیریت امنیت منطقه رخ داد که یکی از نتایج آن، تضعیف جایگاه بزرگان محلی در مدیریت امور امنیتی است. هدف تحقیق حاضر، بررسی جایگاه معتمدان محلی در امور امنیتی منطقه جنوب کرمان می‌باشد. روش‌شناسی: نوع تحقیق، توصیفی- تحلیلی بوده و روش‌ جمع‌آوری داده‌ها، میدانی با ابزار پرسشنامه و مصاحبه است. جامعه نمونه، افراد صاحب‌نظر محلی بوده و حجم نمونه 30 نفر می‌باشد. تحلیل داده‌ ها با استفاده از تحلیل Q و T-test در محیط SPSS انجام شد. یافته‌ها: یافته‌های حاصل از مصاحبه نشان داد؛ از نظر افراد آگاه و صاحب‌نظر دولتی و محلی، تقویت جایگاه معتمدان محلی در مدیریت امنیت منطقه ضروری است. طبق نتایج تحلیل Q، پاسخ‌گویان در سه گروه موافقان افراطی نظام معتمدی، موافقان منطقی و میانه‌رو نظام معتمدی و نوگرایان مخالف نظام معتمدی قرار ‌گرفتند. گروه غالب، افراد با نگرش منطقی بودند و از نظر آن‌ها، نظام معتمدی همکاری برای نهادهای دولتی است. یافته‌ های آزمون T نیز تصورات و ادراکات جامعه نمونه را در زمینه تأمین امنیت منطقه نشان داد. طبق نتایج حاصل، امتیاز عباراتی که طرز تفکر افراد موافق میانه‌ رو را نشان می‌دهند، بالاتر از حد متوسط است. نتیجه‌ گیری: بر اساس یافته‌های اسنادی و میدانی، نتیجه گرفتیم: احیای نقش معتمدان، بهترین رویکرد مدیریت ناامنی‌های ناشی از درگیری‌های جمعی در منطقه جنوب کرمان است؛ به شرطی که معتمدان در تعامل با نهادهای دولتی عمل کنند و همچنین از ویژگی‌هایی چون رعایت عدالت، وجه و اعتبار مطلوب نزد مردم و مردم‌داری، آشنایی با مسائل مردم و توانمندی و استقلال اقتصادی برخوردار باشند. در شرایط فعلی جایگاه معتمدان نزد مردم پذیرفتنی و مطلوب است.

چکیده انگلیسی مقاله Background and Purpose:Today sustainable security is the most basic element of life and prosperity in every region. South of Kerman is one of Iran's geographic basins that exposed to insecurity from diverse perspectives. In the past, political affairs and security in the region was carried out by public authorities. In the recent decades, changes occurred in the shape and type of conflict and insecurity and security management that as a result weakened the local leaders in providing security.The aim of the present study is examination the position of local dignitaries in context of regional security in the south of Kerman. Methodology:Type of research is descriptive-analysis, and data collection methods is field with questionnaires and interviews. Sample includes local experts and sample size is 30. Analyze data conducted with using Q-methodology; and T-test in SPSS environment. Results:the findings from the interviews with knowledgeable people and local government showed strengthening the position of local dignitaries in the management of regional security is essential. According to the results of Q; respondents were divided into three groups: Extreme supporter’s trustworthy, logical pros and Fans moderate, and modernists that are opposition. The dominant group has a logical approach and Trustworthy Known as a peer-to-government for government agencies In their opinion. Findings T-test also showed Imaginations and perceptions of respondents in the context of regional security. According to the results, phrases that showed perceptions Fans moderate of is higher than average. This positive difference is statistically significant (sig=0.05). Lowest rates allocated to terms that showed the negative attitude to the Trustworthy. Conclusion:According to the documentary and field findings have concluded revival the role of trustees the best approach to the management of collective insecurity caused by clashes in the southern region of Kerman, provided that the trustees in interacting with government institutions and to have features such as fairness, payment and good credit to people familiar with the issues, capabilities and have economic independence. The trustees are acceptable and desirable to people in the current situation.
